Community Development Director Aguilera submits copy of a letter
received from Transamerica requesting continuance of this matter.
On Council consensus, this matter was continued for one month.
Deannexation
Community Development Director Aguilera reported that in a letter
dated September 20, 1991 the City of San Bernardino Public Works
Department requested the deannexation of a 0.6 acre parcel from the
City of Colton to the City of San Bernardino. The parcel is located
above Mill Street, west and partly within the flood control channel.
As stated in the letter, the owner of the subject property owns two
additional parcels, east of the property, within the boundaries of
the City of San Bernardino, and wishes to develop all three parcels
cumulatively. Further, said deannexation of the subject property
will not create any negative impacts to the City.
Mr. Aguilera states that the Planning Commission reviewed the City of
San Bernardino's request at their November 12, 1991 meeting and it has
submitted the request for approval.
Moved by Councilman Roman, seconded by Councilman Lofy, to approve the
Deannexation of 0.6 Acre Parcel from the City of Colton. Unanimous
vote.
Fees
Community Development Director Aguilera requests that the matter be
continued for two weeks, until December 17, 1991.
Mayor Gonzales invites public comment.
Mr. Henry T. Mendoza, 464 West M Street, Colton, asked that the City
City Council reconsider the frequent waiving of fees. He further
requested enforcement of fees.
On Council consensus, the matter concerning waiver of business license
fees for carnival requested by Plaza Las Glorias was continued to the
next regular Council Meeting, December 17, 1991.
PUBLIC WORKS DIRECTOR'S REPORTS AND RECOMMENDATIONS:
Traffic Ordinance
City Manager Stratton informs that the City of Colton owns and
operates several off street parking facilities which necessitates the
posting or marking for limited and/or restrictive parking. In order
to enforce the restricted off street parking it is necessary to add a
new section to the City's existing Uniform Traffic Ordinance as regula-
ted by the State of California Vehicle Code Section 22519. It is
requested that the City Council waive full reading and approve first
5
