Unanimous <br />vote. <br />ORDINANCE NO. 0-21-91 - AN ORDINANCE OF THE CITY COUNCIL OF THE <br />(First Reading) CITY OF COLTON AMENDING ARTICLE X OF THE <br />UNIFORM TRAFFIC ORDINANCE NUMBER 1074. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Purchasing <br />City Manager Stratton states that local agency purchasing policies <br />are adopted by ordinance, pursuant to Government Code Section 54203. <br />Established in 1960, the City of Colton's purchasing policies have <br />been modified once, in 1981, to bring the City into conformance with <br />the requirements of the California Public Contract Code related to <br />public works projects. <br />Colton's purchasing regulations treat all purchases as if they were <br />public works projects. Any purchase which exceeds $5,000 must be <br />advertised and awarded based on sealed bids accompanied by bidders <br />security The cost for advertising can run as much as $1,000, the <br />timeframe for receipt of goods is extended by 30 days, and the bid <br />security requirement often increases the cost of the item purchased. <br />Present purchasing regulations are aligned with sample ordinances <br />available through the League of California Cities. <br />This ordinance establishes a centralized purchasing system; prescribes <br />a centralized purchasing system; prescribes formal bidding require- <br />ments for the purchase of supplies and equipment when the purchase <br />price is expected to exceed $10,000; requires written quotations for <br />any purchase which exceeds $5,000; codifies the state requirements <br />for bidding public works projects; and establishes bidding and award <br />requirements for open market purchases and professional services <br />agreements. The ordinance also allows the City to give some pre- <br />ference to local businesses in instances where the City would be <br />receiving sales tax, when the distance required to transport <br />equipment for maintenance is excessive, or when there are tie bids. <br />There is no anticipated increase of City expenditures. Savings <br />in advertising and staff costs are anticipated to be approximately <br />$15,000. Modification to the bidders security requirement should <br />reduce the City's cost for a variety of supply and equipment items. <br />After discussion on the proposed ordinance, upon Councilman Roman's <br />request, City Manager Stratton indicates that she will obtain a <br />vendor's written confirmation of verbal bid quote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to waive <br />Full Reading and pass First Reading of ORDINANCE NO. 0-22-91. <br />6 <br />
