ORDINANCE NO. 0-22-91 - (First Reading) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, REVISING CHAPTER 3.08 OF THE COLTON MUNICIPAL CODE, CREATING A CENTRAL PURCHASING SYSTEM AND ESTABLISHING RULES AND PROCEDURES FOR THE PURCHASE OF SUPPLIES, SERVICES AND EQUIPMENT AND REPEAL- ING AND REPLACING ORDINANCE NO. 1080 AND ALL AMENDMENTS THERETO. Councilmanic District Petition City Manager Stratton states that this is an initiative petition to place an ordinance on the ballot establishing the election of council members by districts and elected "by" registered voters within those districts. The petition was verified as to "procedure" by the City Clerk; however, the proposed Ordinance appears to be defective as it did not number or contain a description of district boundaries. Pursuant to Elections Code Section 4009.5, as directed by the City Council on November 5, 1991, the City Manager's Staff has met with the "Colton Voters for Fair Representation Committee." The group has designated three members to sit on a district boundary review task force, and the City has engaged the firm of National Demographics Corporation to provide techical expertise necessary to establish district boundaries. It is expected that this process will be completed by mid-December. Mrs. Stratton emphasized that state law requires the Council to take action on the "Committee" petition today. It is suggested that a special election not be scheduled in February but that the matter be scheduled for the June election. The City Manager recommends that the City Council adopt a Resolution of Intent to Proceed with Identi- fication of Councilmanic Districts and to place the item on the June ballot. Further, City Manager Stratton stated that City Attorney Brown has requested that nominations and selections to the task force be done in public. The candidates are Margaret Matich, Duane Sharp and Charles Gabriel, with Jerry Rios as the alternate. These candidates can be reaffirmed or new members can be selected. Discussion followed among councilmembers and staff regarding the formation of the districts. Mayor Gonzales suggested the district formation should be "from" rather than "by" districts. Motion by Councilwoman Cisneros, seconded by Councilman Lofy, to adopt RESOLUTION NO. R-116-91. Unanimous vote. RESOLUTION NO.
