Unanimous Vote. <br />ORDINANCE NO. 0-22-91 - <br />(First Reading) <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF COLTON, CALIFORNIA, REVISING CHAPTER <br />3.08 OF THE COLTON MUNICIPAL CODE, CREATING A <br />CENTRAL PURCHASING SYSTEM AND ESTABLISHING <br />RULES AND PROCEDURES FOR THE PURCHASE OF <br />SUPPLIES, SERVICES AND EQUIPMENT AND REPEAL- <br />ING AND REPLACING ORDINANCE NO. 1080 AND ALL <br />AMENDMENTS THERETO. <br />Councilmanic District Petition <br />City Manager Stratton states that this is an initiative petition to <br />place an ordinance on the ballot establishing the election of council <br />members by districts and elected "by" registered voters within those <br />districts. The petition was verified as to "procedure" by the City <br />Clerk; however, the proposed Ordinance appears to be defective as it <br />did not number or contain a description of district boundaries. <br />Pursuant to Elections Code Section 4009.5, as directed by the City <br />Council on November 5, 1991, the City Manager's Staff has met with <br />the "Colton Voters for Fair Representation Committee." The group <br />has designated three members to sit on a district boundary review task <br />force, and the City has engaged the firm of National Demographics <br />Corporation to provide techical expertise necessary to establish <br />district boundaries. It is expected that this process will be <br />completed by mid-December. <br />Mrs. Stratton emphasized that state law requires the Council to take <br />action on the "Committee" petition today. It is suggested that <br />a special election not be scheduled in February but that the matter <br />be scheduled for the June election. The City Manager recommends that <br />the City Council adopt a Resolution of Intent to Proceed with Identi- <br />fication of Councilmanic Districts and to place the item on the June <br />ballot. Further, City Manager Stratton stated that City Attorney <br />Brown has requested that nominations and selections to the task force <br />be done in public. The candidates are Margaret Matich, Duane Sharp and <br />Charles Gabriel, with Jerry Rios as the alternate. These candidates <br />can be reaffirmed or new members can be selected. <br />Discussion followed among councilmembers and staff regarding the <br />formation of the districts. Mayor Gonzales suggested the district <br />formation should be "from" rather than "by" districts. <br />Motion by Councilwoman Cisneros, seconded by Councilman Lofy, to <br />adopt RESOLUTION NO.
