-- Community Development Director Aguilera reviewed previous Council <br />action of approval of the Reche Canyon Specific Plan in its entirety <br />with the deletion of new commercial zoning, the upgrading of lot sizes <br />to 20,000 square feet, and the deletion from the plan the property <br />known as Tentative Tract 12201. Mr. Aguilera stated the Council also <br />decided to include the "Relco" property as part of the plan despite <br />their objections. Relco was not able to attend the previous Council <br />meeting and requested to speak during the second reading of the <br />ordinance. <br />Mr. Carey Levey, Relco Development, addressed the City Council stating - <br />it is not his intention to criticize anyone, they participated in the <br />original advisory group; however, it is their strong belief that proper <br />planning should not preclude reasonable development. Mr. Levey stated <br />he opposes the requirement for 20,000 square foot lots and requested <br />removal of the Relco property from the specific plan. <br />Speaking in opposition to smaller lots were Mr. Richard Yost and <br />Mr. George Fulp. <br />Mr. Jim Sullivan, Landowner, requested the following: <br />1. Exclude from the Specific Plan the requirement of 20,000 <br />square foot minimum lots; 2. Exclude the Relco property; <br />3. Consider the people, the past, the present, the future. <br />Moved by Councilman Roman, seconded by Councilman Lofy, to adopt <br />Ordinance No. 0-18-90 and waive full reading. Unanimous vote. <br />ORDINANCE NO. 0-18-90 - AN ORDINANCE OF THE CITY OF COLTON CITY COUNCIL <br />Second Reading) AMENDING ORDINANCE NO. 1602, ADDING SECTION <br />18.12.158 TO CREATE THE RECHE CANYON SPECIFIC <br />PLAN KNOWN AS FILE NO. D-60-90, ALSO APPROVING <br />OF, AND ACCEPTING AS COMPLETE, THE RECHE CANYON <br />ENVIRONMENTAL IMPACT REPORT. <br />Clarifying the Council action, Director Aguilera stated the Council <br />passed second reading of Ordinanance No. 0-18-90, excluding the commercial <br />zoning, and denied the applicants'(Relco) requests. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Water Utility Management Study <br />City Manager Sotelo reported the City Council directed that a <br />comprehensive management study be conducted of the City's Water <br />Utility System. Several contacts/inquiries were made to various <br />water agencies which resulted with the identification of Bruce Cash <br />of Utility Consultants Inc., as qualified to provide the report. <br />Mr. Sotelo said the proposal from Utility Consultants, Inc. is in <br />the amount of $9,143.00 and recommends the Council approve the <br />proposal to complete a Water Utility Management Study. <br />6 FEB 5 ­- <br />
