Mr. Hutton stated the Cities of San Bernardino (not the County) and <br />Colton have agreed to a 75/25 split pilot program which will be <br />tested for one year and then if it meets all mandatory requirements, <br />the full scale facility will be built. This will be financed through <br />a State low interest loan which has been acquired through an <br />organization called SAWPA. All requirements of the EPA at the <br />secondary facilities will be met before any flows reach the proposed <br />facility and that is fully outlined in the agreement. <br />Moved by Council Member Lofy, seconded by Council Member Rehrer, to <br />approve the R.I.X. Facility Agreement. Unanimous vote. <br />MAYOR AND COUNCIL ITEMS: <br />Proclamations <br />Council Member Roman read a Proclamation declaring National Engineers, <br />Week, February 17-23, 1991. <br />Council Member Lofy read a Proclamation declaring March 1991, Youth <br />Art Month. <br />Mayor Gonzales read a Proclamation declaring 1991, Year of KCKCIs <br />25th Anniversary. <br />Presentations: <br />Council Member Roman presented Mr. Ramon Hernandez, San Salvador <br />Church Youth Minister, with a check reflecting one half of his Council <br />Salary. Council Member Roman said the money is to be used for <br />Drug and Gang Awareness activities and he will contine to donate one <br />half of his Council Salary for one year. <br />Mr. Hernandez thanked Council Member Roman, saying the Youth Ministry <br />Program will utilize the money for its intended purpose. San Salvador <br />Church's Youth Ministry Program is reaching out to Colton's Youth <br />in cooperation with staff from the City of Colton. <br />PUBLIC HEARINGS: <br />General Plan <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Community Development Director Aguilera reported in 1988 the State <br />mandated all local governments to review and revise their housing <br />element. The Community Development Department prepared a revised <br />housing element in coordination with Planning Consultant, Castaneda <br />Associates. The Planning Commission on Janaury 22, 1991, disagreed <br />with the goals mandated by the State and recommended denial. <br />F E B 1 9 1991 <br />
