Director Aguilera reviewed the elements that must be included in <br />revised housing element. The document was reviewed by both the <br />State and City Departments of Community Development and the final <br />document was found to meet the requirements of State law and <br />objectives of the City's General Plan. <br />Mr. Aguilera stated the revised housing element does contain language <br />and goals that may not be popular; however, lack of adoption would <br />mean that all construction would come to a stop. The City is in the <br />grace period for adoption. <br />Director Aguilera recommended approval of the adoption of the <br />revised housing element, by Resolution. <br />Discussion followed with regard to what the Planning Commission <br />disagreed with. <br />Director Aguilera stated for the most part, the Commission did not <br />agree with the numbers required for the low and moderate housing <br />and with the smaller size lots. The Commission felt the City has <br />its fair share of these. <br />Planning Commissioner Hernandez, speaking from the audience stated in <br />his opinion, the Commission did not feel they had sufficient time to <br />review and provide input. <br />Council Member Roman felt the Council was under the gun due to the <br />fact that this is the first time the Council has had an opportunity <br />to consider this matter. Council Member Roman felt the housing <br />element should be referred back to the Planning commission. <br />Moved by Council Member Rehrer, seconded by Council Member Roman <br />to refer this matter back to the Planning Commission for further <br />review. Unanimous vote. <br />Mr. George Fulp, 1497 Cindee Lane, stated he had been in contact <br />with the State Department and was informed that the State Department <br />of Housing and Community Development does not have direct enforcement <br />power. <br />Moved by Council Member Lofy, seconded by Council Member Cisneros, <br />to close the Public Hearing. Unanimous vote. <br />ORDINANCE NO. 0-2-91 <br />Seismic Retrofitting/Unreinforced Masonry Bldgs. <br />Community Development Director Aguilera reported another informational <br />meeting was held with several of the property owners. Mr. Aguilera <br />said the matter of the Taco Tia Warehouse was resolved because in fact, <br />the building is a reinforced masonry building and therefore, does not <br />have to be included on the list. <br />4 9 19gf <br />
