Director Aguilera recommended the City Council approve partial retro- <br />fitting through the use of anchor bolts to hold the unreinforced <br />masonry buildings through Alternative 1 as follows: <br />1. Any certificate of occupancy application for the occupancy of <br />space in an unreinforced masonry building (URM) shall be <br />required to reinforce the building prior to the issuance of <br />the certificate. <br />2. Any building permit application on an unreinforced masonry <br />building shall be required to reinforce the building prior <br />to the issuance of the permit. <br />3. All other unreinforced masonry buildings shall be required <br />to be reinforced within five (5) years from the date of <br />adoption of the program. <br />Council Member Lofy inquired about where the City stood with regards <br />to City Buildings that may not be reinforced, such as the boxing club. <br />Mayor Gonzales inquired about enforcing alternative one and asked if <br />the five years could be extended to 10 years. <br />Director Aguilera replied the City is obliged to bring its own <br />buildings up to code through Alternative 1. Mr. Aguilera said the <br />City needs to determine, through its Risk Management, how much risk <br />it is willing to incur. <br />City Attorney Edwards stated Council Member Lofy has inquired as to <br />whether the City could enter into a "Hold Harmless" agreement with the <br />property owners. City Attorney Edwards stated this was a possibility. <br />Moved by Council Member Lofy, seconded by Council Member Rehrer, to <br />approve Alternative 1, waive full reading of ordinance No. 0-2-91 <br />and pass first reading.
