Mayor Gonzales recommended that Mrs. Smith seek a zone change through <br />the County Planning Department, inasmuch as the property is located in <br />San Bernardino County. <br />After brief discussion, on Council consensus, the Reche Canyon Specific <br />Plan was continued to the Council Meeting of January 15, 1991. <br />Zoning/General Plan Amendment <br />Community Development Director Aguilera presented Ordinance No. 0-20-90 <br />for Second Reading, pertaining to a change of zone from A, Agricultural, <br />to M-2, Heavy Industrial, on property located at 2130 and 2040 Agua <br />Mansa Road, File Index No. DAG -67-90, and requested adoption of a com- <br />panion resolution, amending the General Plan, Resolution No. R-3-91. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to pass <br />Second Reading and adopt ORDINANCE NO. 0-20-90, and adopt RESOLUTION <br />NO. R-3-91. DAG -67-90, A REQUEST TO <br />AMEND THE COLTON GENERAL PLAN AND THE AGUA MANSA <br />SPECIFIC PLAN FROM OP/A TO M-2 AND A FINDING OF <br />NO ENVIRONMENTAL IMPACT. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Personnel <br />City Manager Sotelo reported from his memorandum requesting approval of <br />two additional Equipment Mechanic positions in order to comply with re- <br />quirements of the California Highway Patrol's Biennial Inspection of <br />Terminals and the California Commercial Motor Vehicle Safety Act of <br />1988. <br />Mr. Sotelo advised the City of Colton has been given a conditional rating <br />of "C" by the CHP inspection conducted on December 19, 1990, which is <br />an unsatisfactory rating. The major problem is the City's preventive <br />maintenance program. The City's current vehicle to mechanic ratio is <br />approximately 120 vehicles per mechanic, and the CHP recommended ratio <br />is 22 to 30 vehicles per mechanic. <br />Mr. Sotelo stated the salary plus benefits for the two positions would <br />be $5,816. per month, and the total cost for two Equipment Mechanics <br />through the 1990-91 budget will be $34,896. <br />Mr. Sotelo concluded Staff recommends the City Council authorize the <br />addition of two Equipment Mechanic positions for the Automotive Divi- <br />sion of the Public Works Department as outlined. <br />3 <br />JAN 3 1991 <br />
