at an additional $50,000 for two billboard facings, which would be ap- <br />proximately $220,000 per year. Mr. Roman said he thinks this would <br />help the City towards Police and Fire services, and other City services. <br />Mr. Roman concluded this is not going to cost the City one penny and <br />yet we are going to be getting approximately $210,000 to $220,000 per <br />year. Mr. Roman said he felt the City should look alot closer at this <br />issue. <br />Speaking in opposition to billboard signs were the following: <br />Mrs. Peggy Ferraro, 9626 Kempster Avenue, Fontana - who read a prepared <br />statement, saying she hoped the City of Colton would not allow itself <br />to be subjected to "billboard bondage" as the City of Fontana has. <br />Mr. George V. Fulp, 1497 Cindee Lane, Colton. <br />Mr. Abraham Rothstein. <br />Speaking in favor of billboard signs was: <br />Mr. Robert C. Adams, of Adams Advertising, Inc., 19081 Rocky Road, <br />Santa Ana, stated it is necessary that his company get State permits <br />in order to erect billboard signs, and they are also controlled by <br />State and City laws and regulations. Mr. Adams stated that signs are <br />necessary for advertising of commercial and industrial development. <br />Mr. Adams concluded this would be a major source of revenue for the <br />City of Colton. <br />Mayor Gonzales stated that times are changing and signs and/or bill- <br />boards are a way of advertising for commercial and industrial develop- <br />ment. Mayor Gonzales said the City of Fontana has over 40 signs in <br />their City and some over 100 feet tall. Mayor Gonzales stated the <br />signs along the I-10 and I-215 corridors are a form of advertising for <br />development and business. <br />Annexations <br />Community Development Director Aguilera reported on initiation of <br />proceedings for the Annexation of Peppertree Lane in Reche Canyon, <br />LAFCO NO. 2681. <br />Mr. Aguilera continued an application was submitted to the Local Agency <br />Formation Commission on June 12, 1991, requesting annexation of a por- <br />tion of Peppertree Lane in Reche Canyon be included in the City of <br />Colton. The portion to be annexed is a public road dedicated to the <br />City, serving as access to a recently annexed residential tract, <br />TT 14366, and other single family dwellings located within the City's <br />sphere. <br />Mr. Aguilera stated the City has been dedicated a portion of a street <br />which is in the County of San Bernardino and, in order to better serve <br />the area, the entire street should be within the corporate boundary <br />of the City of Colton. <br />4 <br />JUL 2 -1991 <br />
