R-53-91 - RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON FIXING AND ESTABLISHING FEES FOR <br />FILING APPLICATIONS REQUIRED BY ORDINANCE <br />NO. 1602, ESTABLISHING OTHER MISCELLANEOUS <br />FEES FOR SUBDIVISIONS AND PARCEL MAPS, AS <br />REQUIRED BY ORDINANCE NOS. 0-21-88, 1520, <br />1402 AND 974, AND REPEALING RESOLUTION NO. <br />R-148-89. <br />Air Pollution Reduction Ordinance <br />Ordinance No. 0-10-91 <br />Community Development Director Aguilera presented Ordinance No. 0-10- <br />91 for First Reading, advising in order for the City of Colton to re- <br />ceive its share of State funds derived from AB 2766, a Mobile Source <br />Air Pollution Reduction Ordinance must be adopted. <br />Mr. Aguilera continued the revenues are intended to be used to reduce <br />air pollution from motor vehicles by enacting enforcing ordinances and <br />providing staff time and materials to implement the required ordinances. <br />Mr. Aguilera stated the City has previously approved programs for both <br />City Hall and the Corporate Yards. <br />Mr. Aguilera also referred to a proposed budget, as submitted for the <br />1991-92 Budget Review, requesting one position and support equipment <br />and budget to enforce the ordinances, which is proposed to be funded, <br />in part, using State funds from AB 2766. <br />Mr. Aguilera concluded Staff recommends the Council waive Full Reading <br />and pass First Reading of Ordinance No. 0-10-91. <br />Discussion followed among Councilmembers and Staff with regard to bud- <br />geting for a full time position, the State mandates and requirements <br />of the Air Quality Control Board, acquiring State funding by adopting <br />ordinances, etc. <br />2 <br />JUN 419 <br />
