Councilwoman Cisneros and Councilman Lofy stated they would not be in <br />favor of adopting this ordinance and approving a proposed budget for <br />additional personnel until the City had reviewed its own forthcoming <br />Budget. <br />City Attorney Edwards advised that introduction and first reading of an <br />ordinance is a formality, and would not be construed as a committment <br />this evening, or effect any future action the Council may take. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to waive <br />Full Reading and pass First Reading of Ordinance No. 0-10-91. Vote <br />was unanimous. <br />ORDINANCE NO. 0-10-91 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />(First Reading) OF COLTON - MOBILE SOURCE AIR POLLUTION RE- <br />DUCTION. <br />Mr. Aguilera requested that Second Reading of this Ordinance be con- <br />tinued to the Council Meeting for Tuesday, July 2, 1991. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />City Manager Sotelo reported that the Personnel Department has re- <br />ceived official notification of an award of funds in the amount of <br />$106,880 to operate a Summer Youth Program through the County Office <br />of Career Training and Development. <br />Mr. Sotelo continued through this Program, the Personnel Department <br />will offer employment and training for approximately 75 economically <br />disadvantaged youngsters in Colton, Grand Terrace and the unincorpor- <br />ated areas of San Bernardino County. Mr. Sotello advised in order to <br />implement the Program, Council must adopt the proposed budget and <br />budget adjustment and authorize Staff to enter into an Agreement with <br />the County of Career Training and Development. <br />Mr. Sotelo concluded Staff recommends the Council adopt the proposed <br />budget and budget adjustment for the operation of a Summer Youth Em- <br />ployment Program, and authorize Personnel Director, Sandra Knight, to <br />enter into an Agreement and perform related transactions on its be- <br />half with the County Office of Career Training and Development. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to <br />approve Staff's recommendations as outlined regarding the Summer Youth <br />Employment Program. Unanimous vote. <br />Closed Session <br />City Manager Sotelo requested a Closed Session at the end of the <br />Meeting, relating to Personnel Matters and Litigation. <br />ORAL COMMUNICATIONS: <br />3 <br />JUN 4 199' <br />
