Colton Boxina Club <br />Director Gayton reported the Boxing Club entered into an agreement <br />with the City Recreation Department where they purchased a portable <br />boxing ring. The City's interest was approximately $2,300. The <br />Boxing Club is proposing an even exchange of the City's interest in <br />the portable boxing ring for the weight gym. The universal gym can <br />be relocated to one of the City's present centers, allowing greater <br />citizen access to the equipment. Director Gayton recommended the <br />City pursue the exchange of equipment. <br />Moved by Council Member Cisneros, seconded by Council Member Roman, <br />to approve staff's recommendation. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />CFD 90-1. Mt. Vernon Corridor <br />Acting Economic Development Director Zamora reported Legal Counsel, <br />Best, Best & Krieger, has prepared a memorandum and resolutions <br />relating to clarification of Rate & Method of Apportionment for CFD <br />90-1 Special Tax and Waiver of Certain Requirements with Respect to <br />a Funding, Construction and Acquisition Agreement and Purchase of <br />Parking Facility Land. The agreement is with Lebanoff-MackNight III. <br />Acting Director Zamora recommended approval and adoption of the two <br />resolutions. <br />Mr. George Fulp, 1497 Cindee Lane, asked what was being waived and <br />why the City was buying land for a parking lot. <br />Legal Counsel Ken Weiss, said Section 6 of the Funding Agreement <br />sets forth certain requirements which the developer must satisfy <br />before bond proceeds can be released to purchase the three parcels <br />of property. It was contemplated that the City would purchase the <br />first parcel from the developer concurrently with the bond closing, <br />this did not occur; however, it was not intended nor is it necessary <br />for the developer to comply with the conditions of Section 6 with <br />respect to the purchase of this first parcel of property. <br />Acting Director Zamora responded with regards to the parking lot, <br />the provision of the parking lot will enable the City to encourage <br />development across the street to the east, which would not otherwise <br />occur due to insufficient parking. The parking will also enhance the <br />closing of the Little Colton Avenue and will aid the adjacent school. <br />Moved by Council Member Roman, seconded by Council Member Rehrer to <br />approve staff's recommendation and adopt Resolutions Nos.
