Rancho Mediterranean, mobile home owners, spoke regarding an article <br />which was printed in the Sun/Editorial Section. The mobile home <br />owners disagree with the ordinance but not with the concept and read <br />in full his response to the editorial. <br />John R. Tindell, 1524 West 7th Street, San Bernardino, Attorney for <br />Rancho Mediterranean, expressed his concerns as to drafting process, <br />methodology of the Rent Stabilization Commission and the power of the <br />Commission. Also home owners have the alternative of the Civil <br />Code, State Law and General Housing Law in requesting enforcement <br />when there is a reduction in services and fees, and the reduction to <br />6.6% regarding profit guarantees will be contested by owners of the <br />mobile home park as they may not feel they are getting their fair share. <br />Moved by Council Member Roman, seconded by Council Member Lofy, to <br />close the Public Hearing. Unanimous vote. <br />Moved by Council Member Roman, seconded by Council Member Lofy to <br />approve the Mobile Home Rent Stabilization Commission recommendation. <br />Unanimous vote. <br />ORDINANCE NO. 0-6-91 - AN ORDINANCE <br />(First Reading) ORDINANCE NO. <br />STABILIZATION <br />SPACES. <br />Urgency Ordinance No. 0-8-91 <br />OF THE CITY OF COLTON AMENDING <br />0-191-89 TO PROVIDE FOR <br />OF RENTS FOR MOBILE HOME PARK <br />Community Development Director Aguilera reported the adoption <br />process for an ordinance is 45 days. Should the Council assume <br />that there is a real threat that a petition for a rent increase <br />may be filed within the 45 day ordinance process and if the <br />Council wishes to preclude this from occuring an urgency mora- <br />torium on petitions would be in order. <br />Mr. Aguilera stated that such a threat exists and recommended <br />an urgency ordiance be approved by Council as the possible harm <br />to renters outweighs the risk of having the Ordinance invalidated. <br />Moved by Council Member Roman, seconded by Council Member Lofy, to <br />approve staff's recommendation.
