City Manager Lewis assured Councilmember Sandoval that we are on trek as to secondary <br />treatment. Councilmember Sandoval asked for more details, specifically about the feasibility <br />of this project, before any action by the Council. <br />To Councilmernber Bennett's question about the present facilities odor problem, LEMMA <br />representatives stated that with LEIS NA this is not a problem. Councilmember Sandoval <br />asked what can be done with the duck weed when harvested. LEMNA people suggested <br />composting and drying for blending with bio -mass. The amount harvested is a small <br />percentage of the total. DLJCk weed is not a sledge, more specifically, it produces 1 {2inch <br />of sludge per year. It can be an asset and it has nutrient value. City Manager Lewis <br />indicated that this was a preliminary presentation to look at the system and not intended to <br />eater into any agreement, at this time. <br />After brief discussion, CouncilMember Cisneros moved to have this matter referred to staff <br />for investigation and written report for consideration at a future meeting. This motion was <br />seconded by Councilmember Beltran and approved unanimously. <br />CORRESPONDENCE <br />Church Carnival <br />Mayor Gonzales introduced Rev. J. Grant Tolbert, Pastor of Faith Temple apostolic Church, <br />Inc., who read correspondence describing details which lead to a church carnival held to <br />liquidate church mortgage. He inforrned of the rude manner received from Code Enforcement <br />Officer Washington and City Manager Lewis. He Mold of being surprised with demand for a <br />$4,728 fee on the opening day of the carnival. He could not understand the charge for extra <br />police as the carnival group had security as well as the Kmart stare. He stated that it was <br />a good carnival and there were no incidents of arrest, Rev. Tolbert handers a financial sheet, <br />to the Mayor and Council, which listed total receipts at $18,848.80 and from the church's <br />percentage, after disbursements, the sures of $97.04 was applied towards the church <br />mortgage. Reverend Tolbert asked that the City Council waive the City fees. <br />As requested by the City Manager, Cone Enforcement Officer Washington described his <br />conduct as to this event. Mr. Washington indicated he had informed Reverend Tolbert and <br />his staff of the certificate of occupancy fee and license fee, lir. Washington accepted <br />responsibility for riot advising Church officials of the increase in fees. Mr. Washington stated <br />it is his work habit to provide all information to permit applicants. He stated he had informed <br />Reverend Tolbert that the existing fees, or any fee, could not be waived by hint, after <br />assurance by the City Manager of existing policy not to issue any more carnival permits, <br />motion by Councilmernber Cisneros, seconded by Councilmerriber Sandoval, to return the <br />sura of $2,130 to this non-profit religious organization carried. Unanimous vote. <br />K <br />
