Community Development Director Zarnora advised that the City has submitted its application <br />to the LAFC for annexation of approximately 670 acres of land located within the <br />unincorporated island surrounding Slover Mountain, bounded by the City limits on the east, <br />west, south and extending north to Valley Boulevard. If successful, he informed that the <br />regulation of surface raining within the City cannot be addressed until the adoption of a <br />Surface mining and Reclamation Act Ordinance is accomplished and approved by the State, <br />Staff recommended approval of File Index Number DO -51-92. <br />!'fir. Eugene P. Mc Means, 2025 S. Glenwood Ave., stated he was glad to see the City take <br />this action. He suggested the sale of dirt, such as from Montecito Cemetery so that when <br />the rains corse the City won't have to spend money to clean it up. <br />,After calling for comments and hearing none, motion of Councilrnember Cisneros, seconded <br />by Councilman Lofy, to terminate the Public Nearing is carried. Unanimous vote, <br />Motion by Councilmember Cisneros, seconded by Councilman Lofy, to Waive Full Reading <br />and Pass First Reading of Ordinance No. 0-27-92. <br />ORDINANCE NO. 0-27-92 - AN ORDINANCE ADDING CHAPTER 15.37 TO THE <br />(First Reading) COLTON MUNICIPAL CODE IN ORDER TO ENACT <br />REGULATIONS RELATING TO SURFACE MINING AND <br />RECLAMATION. <br />Historic Landmarks <br />Mayor Gonzales declared the Public Nearing open, <br />City Clerk Ramos submitted the Affidavit of Publication and reported no protests or <br />objections were received. <br />As requested by the respective homeowners, Community Development Director David <br />Zamora presented the Historic and Scenic Preservation Commission's review of the <br />historically eligible site. After reporting that this action would not create fiscal impact to the <br />City, staff recommended that the residence at 1048 North 9th Street, be designated <br />Landmark #25, the residence at 121 East "F`$ Street, be designated as Landmark #26, and <br />the residence at 626 North 9th Street, be designated as Landmark #27. <br />Mr. George Fulp` 1497 Cindee Ln., pointedly inquired of Mr. Zamora if he had reported that <br />-there would be no fiscal impact to the City on these historical designations, Mayor Gonzales <br />directed Mr. Fulp to address his remarks to the City Council and not to staff. City Manager <br />Lewis volunteered information that the impact is minimal and Mr. Fulp quickly responded that <br />the only point is that even though the City of Colton has the most historical designations in <br />the state, the citizens are entitled to hear the truth. City Manager Leptis observed that, the <br />point is well taken. <br />g <br />
