adhere to Title 22, NPDES Permit which requires ,Secondary and <br />Tertiary Treatment. A full scale program will allow Colton to <br />come into compliance. <br />Mayor Gonzales inquired about the LEMMA Proposal and the SARI <br />line. Director Decker replied these two items will be discussed <br />further down on the Agenda. Councilmember Beltran asked Director <br />Decker who had authorized a study on LEMNA. Director Decker <br />responded after the LEMMA Proposal to the City Council, the <br />Council asked staff to look at the proposal and prepare a. report. <br />Referring to various transparencies, Mr. Gary Nuss, CH2M Hill <br />Engineering Consultants, spoke with regards to their involvement <br />with the RIX demonstration project, saying the project had <br />demonstrated compliance of three main points: 1. Essential <br />Virus Free. 2. Coliform 2.2. MPI' /l00 ml. 3. Turbidity 5.2. NTU <br />and they are involved with the present design of the full scale <br />RIX project and the conveyance pipelines for San Bernardino and <br />Colton. <br />Mr. Fuss presented a cost comparison on a full scale RIX Program <br />vs, Traditional Treatment,, saying like the pilot project, the <br />full scale project will be a joint project with. the City of San <br />Bernardino and the costs will be apportioned. Colton -'s cost will <br />go down as the preliminary design is refined. The RIX pilot <br />project has been selected by California and. in National <br />Competition as an Innovative Wastewater Treatment Program. <br />Cou.ncilmember Beltran asked if will Grand Terrace share in the <br />east. Mr. Nuss said Grand Terrace will also pay; however, under <br />a different formula. <br />Mr. Nuss presented the design of the full scale RIX project and <br />the conveyance pipelines for San Bernardino and Colton., <br />outlining each on a diagram, pointing out the location of the <br />p, *lot project and the route of the SARI and conveyance pipelines. <br />The pipelines will parallel each other from San Bernardino into <br />Colton and will be installed in the same. trench. The location of <br />the additional. 65 acres of land that will be needed for the Phase <br />II Project is downstream from the Phase I. Mr. Nuss stressed the <br />need to proceed to acquire the land and to go forward with the <br />design. <br />Mayor Gonzales inquired as to the timeline for the SARI line. <br />Mr. Nuss responded it is anticipated that it will be concurrent <br />with the RIX Project and should be ready in the fall of this <br />year. <br />Director Decker said in the very near future, possibly next <br />Council meeting, he will be requesting that the Council authorize <br />the expenditure to purchase the Beckett property. <br />Director Decker introduced Mr. David Thornburgh, Chief Treatment <br />51 <br />
