Director Hutton responded affirmatively <br />emphasizing that, mandated by law, the City must have everything in a <br />recycling mode by the year 2000. He pointed to revenue producing <br />potentials: An agreement for a $.50 per ton Host City Fee for <br />composting and mulching that can produce $355,000 per year in revenue <br />and a recycling zone in the Aqua Mansa Enterprise Zone which can give up <br />to a million dollars in low interest rate loans to attract new <br />industries that, are environmentally conscious. <br />Councilmember Sandoval asked if the equipment requested will allow all <br />the entire City to be serviced. Director Hutton said it is the <br />Department's expectation to go full circle and collect residential <br />curbside, multi -residents and commercial. <br />Councilmember Beltran called for the question on his notion. <br />Councilmember Cisneros said she was withdrawing her second to the motion <br />because budget sessions will not tape place until late July. Motion <br />died for lack of a second. <br />Moved by Councilmember Bennett, seconded by Councilmember Sandoval, to <br />approve staff's recommendation. Motion carried. Councilmember Beltran <br />voting "NO." <br />BuBudggt <br />Councilmember Rios asked why budget deliberations are being delayed. <br />City Manager Young said that Councilmember Cook is presently out of town <br />and the Mayor is expecting to be out of town in the near future. City <br />Manager Young said he would like to have all of the Council present for <br />budget ,sessions. The budget will be provided prior to the start of the <br />budget sessions. <br />Item 1' <br />Councilmember Beltran requested that Item No. l be tabled at this time. <br />Councilmember .Rios said all of the proper people are present and he <br />cannot see postponing this. Councilmember Beltran said in his opinion <br />McCladery & Pullen. and Mr. Acevedo will be able to be present when this <br />item comes before the Council again. City Council acknowledged. that. Mr. <br />R. Lehman from McCladery and Pullen was present. <br />On Council. consensus Item 1 was continued. <br />City Manager Report -'s and Recommendations*. <br />Budget Sessions: <br />City Manager 'young reported that both Councilmember Cook and Mayor <br />Gonzales will be unavailable for Budget Sessions for the remaining part <br />of June; therefore, he requested, that.
