Obviously, there are some uses that are not compatible. <br />He disagreed with the City Attorney's legal opinion regarding exemption under CEOA. <br />The matter should go through environmental review process for a definitive answer <br />to the moratorium. He suggested that a complete comprehensive analysis is needed. <br />He requested that the matter be returned to staff for further study regarding CEQA <br />and to look at all zones. <br />Mr. Randy Myatt, Member of the Planning Commission, declared that the matter was <br />discussed at great length as to composting and the use of Ill/1 and ISI/2 land. It was <br />determined that ;agricultural use is one of the best uses of low Ding area. He urged <br />that the agricultural zone stay, including M/1 and M/2. <br />Mr. Fred Cordova, Member of the Planning Commission, informed that Agua Mansa <br />area is the only known agricultural area in Colton. He stated it is possible that an <br />industrial business may end up next to next to a conditional use permit area. For <br />better control of Blue Ribbon, he suggested that it be required to have a conditional <br />use permit. <br />Moved by Councilmember Cisneros, seconded by Councilmember Rios, to close the <br />Public Hearing. Councilmembers Bennett and <br />Sandoval volunteered to serve on Ad Hoc Committee with AB989 representative, <br />Councilmember Cook.
