Cora uter <br />Police Chief Stratton provided information on the distribution and expenditure of drug <br />related asset seizure funds. He informed that since 1591, the Police Department had <br />received $278,780, which had been used for equipment and training within the <br />department, Police Chief Stratton cited health and Safety Code Section 11489(D) <br />which provides that Asset Seizure !Monies and property must be used 'exclusively to <br />support the laver enforcement and prosecutorial efforts' of the local agency, The <br />proceeds distributed "shall not supplant any state or local funds... available." The <br />.Attorney General's regulations require that asset seizure funds be used only for law <br />enforcement purposes. The local agency is required to file an application for all <br />federal funds prior to each distribution. <br />Councilmember Sandoval, again, asked that these monies be used to address a <br />community need such as a citizens' patrol, a bike patrol or graffiti abatement. !Moved <br />by Councilmember Bennett, seconded by Councilmember Sandoval, to continue the <br />matter to allover for compilation of a priority list. <br />Councilmember Beltran made an alternate motion to approve staff recommendation <br />for office automation - local area network and called for a roll call vote. <br />Councilmember Dios seconded the alternate motion. <br />City Attorney Brown advised on the order of motions and the voting procedure.
