Director <br />Hutton said that the Utilities Commission had most recently reviewed the Cost Sharing <br />Agreement and had approved the Project Development Agreement along with the <br />Cost -Sharing Agreement for the Design for City Council's consideration and adaption. <br />He indicated that detailed information as to costs was included in the cost sharing <br />agreement. Mr. Mutton concluded that with approval of the agreements, the City <br />could now present its application for a lour interest rate loan. <br />Motion by Councilmember Cisneros, seconded by Councilmember Coop., to accept <br />staff's recommendation and to approve the Project Development Agreement and the <br />Cost Sharing Agreement for the RIX Full Scale Facilities project and to authorize the <br />City Manager to enter into said agreements on behalf of the City of Colton carried. <br />Unanimous vote. <br />R or anizati n of Public Works <br />After brief discussion, Mayor Gonzales announced that at City Manager"s request, the <br />matter is tabled to the next City Council meeting. <br />FIRE CHIEF'S REPQRT�j AND RECOMMENDATICNS. <br />Fire Chief Hall reported that presently the Memorandum of Understanding for <br />Members of International Association of Firefighters, Local 935, requires a specific <br />staffing, namely: 17 people on duty per shift which will include 4 fire captains, 4 fire <br />engineers, B firefighter/paramedics and 3 firefighters. Fire Chief Hall proposed to <br />replace the Division Chief position with a shift Battalion Chief who will be assigned <br />a 56 -hour work Meek on the same schedule as current shift personnel. Additionally, <br />Fire Chief ball proposed modification of Article V, Section 1 of the existing Fire Unit <br />MCU to reduce the number of firefighter positions on duty, each shift, from 3 to 2; <br />however, with the Battalion Chief position added to the shift, the total shift strength <br />will remain at 17. <br />It is anticipated that the Reorganization Flan, if approved, will begin with the <br />retirement of certain personnel, between June 1993 and December 1993. This action <br />will result in cost saving to the City as three firefighter positions € ill be eliminated <br />through attrition. <br />Fire Chief Hall stated that Focal 935 supported the Reorganization plan but before <br />they would agree to reduce the number of firefighters on duty, they asked for City <br />Council approval and execution of a side letter by the City Manager. <br />Motion by Councilmember Bennett, seconded by Councilmember Sandoval, to approve <br />the proposed Reorganization Plan and to authorize the City Manager to sign the side <br />letter carried.
