W <br />Community Center Aquatics Facility <br />The aquatic facility includes a pool and wading pool. During the Fall and Spring the pool <br />is used by the Colton Water Polo Team, Girls Swimming Team and the Boys Swimming <br />Team. In the past the San Andreas Swim Meet Finals were held at the aquatic facility. <br />Arrangements need to be developed where there would be a possible exchange to cover <br />the cost to heat the pool of an in-kind nature, i.e. use of Colton High School Football <br />Stadium to hold the City of Colton Birthday Celebration and bus transportation on an as <br />needed basis. <br />HVAC Improvements at Educational Facilities <br />City Manager Parrish announced that three schools would be getting HVAC systems: <br />Colton High School Auditorium, Rodgers School and Smith School. <br />Utilities Director Clarke that the HVAC system is a 3.5% Benefit Program. A quarter of <br />million dollars is committed and will be reimbursed when retrofitting is completed. <br />(2) Future Joint ProiectsNentures <br />• 'Tutoring" Proiect/Staff/Students for Tutorial Programs: <br />Staff inquired as to availability of school district staff to work jointly with city staff. <br />• Library ESL Grant: <br />Council approved at the August 20, 2002 to submit the application for grant funds. City <br />/�l Librarian Davis explained the mechanics of the program, teachers would be certified to <br />conduct the classes, and the target group is grades 4`h, 5'h, and 6`h. School Board added <br />there is a need for such a program in the Middle School and High School level and <br />district staff should research the available grant funds. Discussion continued among the <br />members that included direction to city staff, when identifying grant funds related to <br />students and schools to include input by district staff when submitting the application. <br />Drop-in Recreation Program at District Sites <br />Director Kenny presented an update on the program. McKinley School Drop-in <br />Recreation Program has been in place for two years and averaged 60 days annually at 3 <br />days a week. Director Kenny encouraged discussion as to additional schools. Discussion <br />by members: School Board Members indicated that the schools have a minimum day on <br />Wednesdays of each week and a program like this would be helpful for all schools. In the <br />past there was a program at the middle schools and members felt there was still a need. <br />City needs a 'Teen Center" and possibly an ad hoc committee could be formed made up <br />of school board members, council and staff to research. Assistant City Manager Holliman <br />could research possible funding for such a facility. Funding needed for education to assist <br />students in improving their high school equivalency scores and the teen center would <br />service educational needs to include this type of tutoring. The Boys Clubs of America <br />have shown an interest in partnering with the city for such a project. How would the teen <br />center differ from the present Community Center? Another form of funding is to contact <br />local businesses for donations and/or contributions. <br />(3) Establishment of Youth Commission <br />City Manager Parrish informed the members this is not a viable project, even though, Council <br />adopted and approve the establishment of a youth commission.
