duties and goals of the youth commission. District Member Brinker informed Council, the City <br />of Rialto has a voting member on their school board. CM Hernandez advocated a student be <br />on the Recreation and Parks Commission. <br />Discussion supported the continuance of Government Day and possible a Ride -Along <br />Program for the youth with the Police Department and the Fire Department. Superintendent <br />Byas recommended that involvement should be students in the 11th and 12`" grades. <br />(4) School Resource Officer Program <br />Superintendent Byas presented an overview of the Program. There is a full time officer at <br />Colton High School and the Middle School is now included. <br />(5) <br />(6) <br />Police Chief Heusterberg explained the program, began in 1995 and with additional grant <br />applications an officer at the Middle School has been assigned. Officer Ernie Mireles, <br />previously the officer assigned to the high school is now a mentor. Officer Bob Drey is <br />assigned to the High School and Officer John Hoffman is assigned to the Middle School. <br />Chief Heusterberg explained further, the grant application and funding would now include <br />community outreach, truancy and attendance, and existing school programs. <br />Superintendent Byas acknowledged the support of the Colton Police Department, including <br />continued visibility, strong presence at school activities. He explained, due to continued <br />truancy problems funding to the school is affected. Currently 92% of the 23,000 enrolled <br />students attend school and this results in an 8% loss in funding. Surrounding school districts <br />are not as low as the Colton School District. Therefore, there is a need for school district and <br />city staff to work at addressing the truancy problem. <br />City Manager Parrish realized there are many programs, therefore, a need to discuss the <br />issues both old and new and supported the forming of an Ad-hoc Committee. It would be <br />comprised of District Board Members, Councilmembers, and district and city staff. Discussion <br />continued, and a consensus as to the members: School Superintendent Byas, Assistant <br />School Superintendent and city staff. The committee would meet and bring back <br />recommendations to the School Board and Council. Superintendent Byas and City Manager <br />Parrish would set the agenda and then report to both Council and School Board. The goal of <br />the committee is to keep communication open on projects as discussed during this meeting. <br />Direction to staff, the ad-hoc committee would return in 30 days with a report. <br />City Manager Parrish envisions this project for the graduating class of 2002. There would be <br />a civic forum at the school. This could be discussed further at the Ad -Hoc Committee that <br />was just formed. <br />(7) Colton Middle School Field Lighting Project <br />Director Kenny presented an update. Several meetings have been conducted with the <br />electric contractor and the architect hired to develop the project. The architect has developed <br />a draft design is ready to present to the state for approval and it is estimated that the process <br />could take 6 to 8 months. Initially there were to be 17 to 18 poles and placement is based on <br />/^ the daily school activities. The irrigation system is being delayed until final approval of pole <br />placement. Approximate cost is $370,000. There is a 3 -year time constraint for use of funds <br />
