PUBLIC COMMENT: <br />The following citizens addressed the Council: <br />Randy Van Gelder, Vice President, La Sierra Water Company, representing sub area 4, <br />requested that this property to be considered light industrial zone. Mr. Van Gelder <br />explained the steps they were currently taking to clean up this property. <br />Jim Andrey, represented 2/3 of the property in sub area two, spoke in support of <br />annexation as long as it would lower density designation. <br />Pete Mendoza, resident sub area one, spoke against annexation, expressing concerns <br />with basic safety issues, fiscal impacts to citizens that live in the area. CM Zamora <br />responded by recommending a meeting to address his questions or concerns. <br />Scott McKann, supported annexation, suggested that additional language stating that <br />development application can be made to the City of Colton and be processed subject to <br />the ultimate approval of LAFCO of annexation, language should include that City would <br />be supportive of the use of Community Facility District in this area to help development. <br />Margo Kirk, resident/owner area one, expressed concerns about the number of residents <br />identified in her area and would like to know what services and plan is for the area. <br />Mayor Bennett invited her to meet along with Mr. Mendoza for further explanation by City <br />staff. <br />Community Development Director Zamora explained Council was only approving the <br />pre -zoning of this area at this time; residents as well as staff will have other meetings to <br />present discussing the future plans. State law requires that services that city or any <br />annexing city provide must be equal or greater than the existing services that those <br />residents now have; therefore, it will be greater than that which is in place now. <br />CM Mitchell gave a brief explanation on the issue of when and how the residents will be <br />affected, and spoke in support of the annexation and the positive aspects. <br />CM Zamora acknowledged the importance of the fifteen residents affected by the <br />annexation and explained how she had discovered the county pockets pertaining to the <br />City of Grand Terrace that were in located her district. <br />Motion/second by CM Ramos/Zamora to terminate public hearing. Motion carried with <br />CM De La Rosa absent from the dais due to conflict. <br />Discussion continued with CM Chastain explaining that in working with SANBAG the City <br />is competing with many cities and this area would be more of a benefit. <br />Motion/second by CM Chastain/Zamora to waive full reading and pass the first reading <br />of Ordinance No. 0-13-03.
