Community Services Director Kenny presented an overview of the agenda report for Council <br />consideration and requested approval of staff's recommendation. <br />PUBLIC COMMENT <br />Andy Ramirez, expressed concerns about the non resident fees, and misuse of facility by non <br />residents. Mr. Ramirez supported the community use fees. <br />Rudy Oliva, shared concerns regarding use of the facility by non residents, repair and upkeep of <br />equipment and supported proposed facility fees. <br />Discussion continued with the following points stated and clarified by councilmembers and staff: <br />o Facility use <br />o Appropriate use fees <br />o Fees cover use of showers <br />o Fees be applied to the fee location <br />o Prepaid passes for security and control <br />o Effective date July 1, 2004 the beginning of the Fiscal Year <br />o Implement fees over time with full fee charge by year three <br />o Fees higher for non-residents <br />o Revenue for maintenance on equipment <br />o Tiered rate <br />o Family rate <br />o Discount for regular users <br />o Lower rate for residents <br />0 20% Senior discount <br />o Identification of non-resident and resident, color coded <br />o Increased park fees for use of Fleming Park and shaded picnic areas in the parks <br />o Fitness Center equipment use fee should be comparable to surrounding fitness centers <br />Motion/second by CM De La Rosa/Zamora to terminate Public Hearing. Unanimous vote <br />City Attorney Martinez clarified that the law states the fees may not exceed the estimated <br />reasonable costs providing the service for which the fee is charged. <br />Extensive discussion concluded with a motion/second by CM De La Rosa/Ramos to approve <br />and adopt Resolution No. R-44-04 with the following changes and additions: (1) increase fee for <br />non-residents for use of Fleming Park ($100) and use of picnic shelters ($40.00); (2) Community <br />Center Pass for local residents to include all fitness services except for the locker fees; (3) the <br />monies raised from these fees, a percentage shall stay in each fee location (i.e. swimming pool <br />charge a percentage of the fee will stay in the swimming pool fund); (4) Fees will be effective on <br />July 1, 2004, to coincide with FY 04/05; and only those fees that can be implemented by July 1, <br />2004; and those which cannot can be implemented on July 1, 2004 will be implemented in a <br />timely manner; and these fees will not be in excess of the actual administrative cost. <br />Vote on the motion: Unanimous <br />2004 MAY 18 REG CC/RDA/CUA MEETING - 4 - <br />
