Barrera, City Clerk. <br />> Proclamation Mayor Bennett read and presented a proclamation to Charles Traisi, <br />Resident Manager, Funds for Animals for the rescue from animals of <br />Tiger Rescue. <br />RECESS: <br />At 6:44 p.m. Bennett announced a recess and at 6:56 p.m. the meeting was reconvened with all <br />members present heretofore. <br />PUBLIC HEARINGS: <br />General Plan Amendment <br />This was the time and place fixed to consider a general plan amendment from medium <br />residential to light industrial, zone change from R-2 (duplex residential) to M-1 (light industrial), <br />and approval of a negative declaration for an existing construction/maintenance yard located at <br />309 West Congress Street (Assessor Parcel Number 0163-202-21). <br />The Mayor declared the Public Hearing "Open". <br />City Clerk Barrera announced that the Affidavit of Publication is on file in the City Clerk's office <br />and no protests or objections had been received. <br />Mayor Bennett announced that the Matter would be continued to May 3, 2005. <br />Motion/second by CM Hernandez/Suchil to continue the Public Hearing to May 3, 2005. Motion <br />carried with CM De La Rosa/Ramos/Chastain absent. <br />UNFINISHED BUSINESS: <br />Policy for Renamina Streets <br />Authorize the Policy Guidelines for Street Name Changing. (Item #14, 415105 agenda) <br />City Engineer,Jakher provided an amended agenda report handout, <br />City Manager Parrish presented for Council consideration and approval of staff's <br />recommendation that Council authorize the policy guidelines for street name changing as <br />outlined in the amended agenda report. He further explained that the amended agenda report <br />included a correction to the policy which refers to signatures being no less than 75% of <br />residents on the street not 50% as directed by Council. <br />Motion/second by CM Suchil/Hernandez to approve staff recommendation. <br />2005 APRIL 19 REG CC/RDA/CUA MEETING -3- <br />
