• Recognition Mayor Bennett recognized Pete and Gertrude Hernandez who announced <br />their retirement as Mr. and Mrs. Santa Claus effective December 2005; <br />they have been serving the community since 1994. <br />• Presentation Parks and Recreation Director Smith introduced New Community <br />Services Department Employees, Vito Bell and Kelly Teeter, Recreation <br />Services Coordinators, Janis Young, Library Literacy Coordinator. <br />PUBLIC HEARINGS: <br />Babcock & Brown Storage Specialists <br />This was the time and place fixed to consider the continued public hearing from November 15, <br />2005 regarding an ordinance of the City Council of the City of Colton amending the West Valley <br />Specific Plan to allow mini -warehouses in the west subarea of the specific plan and adoption of <br />a mitigated negative declaration and mitigation, monitoring, and reporting program for File Index <br />No. DAP -000-467 for property located at 2078 West Valley Boulevard and an ordinance of the <br />City Council of the City of Colton amending sections 18.22.120(a) and section 18.36.030(b) of <br />Colton Municipal Code amending certain parking regulations for mini -warehouse facilities <br />The Mayor announced the continuance Public Hearing to January 17, 2006. <br />Community Development Director Zamora announced that the applicant requested a <br />continuance and set January 17, 2005 Regular Council Meeting for return of appeal. <br />Appeal — Pico Rivera Pallet Inc. <br />This was the time and place fixed to consider the Colton Planning Commission's denial of File <br />Index Number DAP -000-284, Pico Rivera Pallet, Inc., regarding architectural/site plan review, <br />environmental assessment, general plan amendment from open space to light industrial, and a <br />zone change from OS (open space) to M-1 (light industrial) for a 10.5 acre parcel, and a <br />conditional use permit to establish and operate a lumber milling operation at property located at <br />south of Congress Street, East of UPRR, APN: 163-362-26. <br />The Mayor declares the Public Hearing "Open". <br />City Clerk Barrera announced that the Affidavit of Publication is on file in the City Clerk's office <br />and no protests or objections have been received. <br />Community Development Director Zamora presented for Council consideration and approval of <br />staff's recommendation. <br />PUBLIC COMMENT: <br />Jess Vasquez — spoke against the project; the amount of pallet company's in the area, the noise <br />impact, trucks posing potential safety risk to nearby school, noise and dust due to lack of <br />sidewalks and curbs, as the project is on pristine river beds. <br />Rachel Warner — spoke against the project she is an area resident since childhood <br />approximately six feet away from proposed project and feels it poses a health threat as her <br />2005 DECEMBER 20 REG CC/RDA/CUA MEETING - 3 - <br />
