Chief Deputy City Clerk Flores announced that the Notice of Continuation is on file in the City <br />Clerk's office and no protests or objections have been received. <br />Motion/second by CM Suchil/Chastain to approve and adopt Resolution No. R-145-05. <br />PUBLIC COMMENT <br />Hector Luis Jacobo, Pastor of La Nueva Uncion and with the assistance of a translator <br />continued to speak in favor of the storage unit container behind the existing church and <br />requested that the board reconsider in their favor. <br />CM De Las Rosa requested further clarification from department regarding the conditions <br />discussed and recommendations to the church for resolution of citations. Community <br />Development Director Zamora explained that applicant (the church) was notified of violations, <br />necessary correction and issued an administrative citation. City Manager Parrish defined the <br />unit as a sea container which was considered blight to the neighboring community. <br />PUBLIC COMMENT <br />Joe Perez, spoke in favor of the Planning Commission decision to deny the permits to allow the <br />previously installed storage container. He further acknowledged the department for policy and <br />procedure enforcement. <br />Pastor Bob Johnson, spoke in favor of Planning Commission decision and suggested that a <br />policy be established without exceptions. <br />Vote: Motion carried with CM Ramos/Hernandez absent. <br />Electric Rates <br />This was the time and place fixed to consider an increase in electric rates. <br />The Mayor declares the Public Hearing "Open". <br />Chief Deputy City Clerk Flores announced that the Affidavit of Publication is on file in the City <br />Clerk's office and no protests or objections have been received. <br />Utilities Manager Jeanette Olko presented for Council consideration and approval of staff's <br />recommendation. <br />PUBLIC COMMENT <br />Joe Perez, spoke against the increase and expressed his concern with the utility rates going up. <br />Ray Abril, spoke against the increase and expressed his concern with the borrowing of monies <br />from the utilities. <br />Motion/second by CM Suchil/De La Rosa to close public hearing.
