This was the time and place fixed to consider the question of whether the city should approve <br />the issuance by the Colton Public Financing Authority of its 2005 taxable lease revenue note in <br />the principal amount of not to exceed $8,000,000 pursuant to the provisions of the Article 4 <br />(commencing with Section 6584) of Chapter 5 of Division 7 of Title 1 of the Government Code of <br />the State of California. The proceeds of the bonds, if any are issued, will be allocated for the <br />purpose of improving certain property of the city for use in connection with a recreational facility. <br />The Mayor declares the Public Hearing "Open". <br />City Clerk Barrera announced that the Notice of Public Hearing is on file in the City Clerk's office <br />and no protests or objections have been received. <br />Mayor Bennett announced that staff requested continuance of this item to the next regular <br />meeting June 21, 2005. <br />Motion/second by CM Hernandez/Ramos to continue the public hearing to the next regular <br />council meeting. Motion carried with CM De La Rosa absent. <br />ORDINANCE: <br />First Reading: <br />City Attorney Martinez explained that one staff report would be presented explaining the two <br />items; however, separate action needs to be taken on each item. Each item must be adopted by <br />4/5ths vote. City Attorney Martinez further explained the process and procedure for the <br />ordinances that are adopting the same subject; the urgency ordinance will be effective <br />immediately in order to be enforced for the coming 4'h of July holiday and the regular ordinance <br />will process normally with a first and second reading and effective 30 days after the 2nd reading. <br />Fire Marshall Sork presented for Council consideration and approval of staff's recommendation <br />in regarding the Urgency Ordinance No. 0-9-05 and Ordinance No. 0-10-05 <br />Mayor Bennett acknowledged staff for their work. CM Mitchell expressed how this was <br />requested by council a year ago and wanted to know why the wait to initiate the program. CM <br />Parrish explained that since this was an increase in the administrative fees, it took time to <br />research and because of updating of all fees throughout the city this was cause for delay in <br />returning this item for council approval. CM Hernandez expressed his support for this item, and <br />was concerned that all safe and sane booths be provided with fliers. <br />Urgency Ordinance Amending Chapters 6.32 and 15.16 of the Colton Municipal Code <br />Regarding the Regulation of Fireworks <br />Waive Full Reading and Pass an Urgency Ordinance of the City Council of the City of Colton <br />Amending Chapters 6.32 and 15.16 of the Colton Municipal Code Regarding the Regulation of <br />Fireworks, URGENCY ORDINANCE NO. 0-09-05. <br />Motion/second by CM Hernandez/Ramos to waive full reading and pass first reading of Urgency <br />Ordinance No. 0-09-05.
