SCCPA presented a plaque to Mayor Bennett for 2005 naming the <br />Magnolia Plant of the Year. <br />Presentation Janell Diederich, Program Coordinator for the Muscular Dystrophy <br />Association for San Bernardino and Riverside Counties, provided a brief <br />overview and presented Certificate of Appreciation to the Fire Department <br />for their contributions as volunteers for the program, Firefighter Doug <br />Blinkinsop accepted. <br />Proclamation Mayor Bennett read and presented a Proclamation in honor of Veterans <br />Day to Commander Frank Granado of the American Legion Post #155. <br />PUBLIC HEARINGS:. <br />Telecommunication and Antenna Towers <br />This was the time and place fixed to consider an Ordinance of the City Council of the City of <br />Colton amending and restating Chapter 18.39 of the Colton Municipal Code relating to <br />Telecommunication and Antenna Towers. <br />The Mayor declares the Public Hearing "Open". <br />City Clerk Barrera announced that the Affidavit of Publication is on file in the City Clerk's office <br />and no protests or objections have been received. <br />Community Development Director Zamora presented for Council consideration and approval of <br />staff's recommendation. <br />PUBLIC COMME <br />Lee Finney, SPRINT Representative, explained that their company would not be able to use <br />these towers and they were in favor of the ordinance. <br />Motion/second by CM De La Rosa/Hernandez to close public hearing. Unanimous vote. <br />Discussion continued with CM Mitchell requesting further information on the definition of stealth, <br />unit size and locations in other cities. Community Development Director Zamora responded. <br />Motion/second by CM Mitchell/Ramos to waive full reading and pass first reading of Ordinance <br />No. 0-18-05. <br />Discussion continued with CM Hernandez expressing concerns about the antennas and/or <br />towers and their placement, limitations on placements in residential areas and restrictions near <br />hospitals and schools. Community Development Director explained that each was dealt with on <br />a case by case basis by Planning Commission, antennas and towers could be identified in the <br />last 10 years, and ordinance has certain restrictions as to placement near hospitals and schools <br />and subject to Planning Commission decision. Cm be La Rosa asked if the only benefit it <br />allowed was for better communication to the city and if the additional towers were needed in <br />order to correct this problem, would the city benefit financially from this, as he too was <br />concerned with the placement. Community Development Director Zamora responded.
