constituting the urgency therefor are as follows: drinking of <br />alcoholic beverage in public places in the City of Colton is <br />increasing generally, and constitutes a menace to the free use <br />and enjoyment of such public places by other people, and has <br />resulted in women and children being subjected to various indig- <br />nities and insults; that the police department is at present unable <br />to cope with the condition without an ordinance declaring the <br />practice to be a criminal offense. <br />PASSED, ADOPTED and APPROVED this 15th day of September <br />1970. <br />MAYOR <br />ATTEST: <br />s <br />ity lerk <br />r" <br />I HEREBY CERTIFY that the foregoing Ordinance was passed and <br />adopted by the City Council of the City of Colton at a regular <br />meeting of said Council held on the 15th day of September, 1970, <br />by the following vote to -wit: <br />AYES: Councilmen Huntoon, Kaney, Beltran, Rehrer <br />NOES: None <br />ABSENT: Councilman Coltrin <br />CITY CLERK <br />
