Grantee shall without charge provide in the franchise <br />area all basic subscriber services, as defined in the Rules and <br />Regulations of the Federal Communications Commission, of its system <br />to all public schools, to any institution of <br />eneral <br />attendance at which satisfies the State of CaliforniaeEducatio'on Code <br />and General Laws of the State of California, City police and fire <br />stations, City recreation centers and other such buildings owned or <br />controlled by the City as the City Manager shall designate. Grantee <br />shall without charge provide basic subscriber services to schools <br />outside the City franchise area as directed by the City Council <br />but to include as a minimum all facilities of the -Colton Unified <br />School District. Such service shall consist of a connection to 'the <br />exterior of the building or property involved and the connection to <br />the interior of the building or property to a television set if i <br />iesired.
