The City Council hereby finds and determines, <br />and further affirms the 'previous determinations of the City <br />Council with. regard to blight as -evidenced by adoption of <br />Ordinance No. 1478 that <br />1, The Project Area was blighted at the time of adoption <br />of said Ordinance and so continues to exhibit <br />blighting conditions to such.an extent that it <br />constitutes a serious physical and economic burden <br />on the City of Colton whish.: cannot be_ reasonably <br />expected to be reversed or alleviated by private <br />enterprise -acting alone, although. efforts: have <br />commenced and will continue to remedy such <br />blighting conditions; <br />2. The Redevelopment Plan, as amended, for the. Cooley <br />Ranch, Project No, 4, will redevelop the Project <br />Area in conformity with. the_ Community Re -development <br />Law and in the interests of the public peace, <br />health, safety and welfare; <br />-4- <br />
