5 6 to 8 9 10 11 12 13 14 i 15 16 17 18 19 20 21 22 23 24 25 26 27 28 MEMORANDUM OF UNDERSTANDING Pursuant to the Government Code `Section 3500, et seq., representatives of the City of Colton have met with the representatives of the Colton Chapter of the San Bernardino Public Employees Association and have rendered an under- standing to recommend that the City Council give consideration to the following: 1. That the salary ranges of the positions represented by the Association be increased five (5) percent, as indicated on Exhibit A attached. 2. That said salary ranges shall be effective on the first day of July, 1977. 3. That the City of Colton shall pay for each affected employee the sum of forty (40) dollars per month towards the present Blue Cross plan, effective November 1, 1977. The present contribution rate of $21.36 per affected employee, per month, shall continue through October 31, 1977. If the forty dollars ($40) per month City premium payment ex- ceeds the premium cost for employee only coverage, then the City will con- tinue to provide the forty dollars (40) per month premium payment so long as the difference between the employee only premium cost and forte dollars (40) is utilized for dependent coverage under the existing medical insurance plan. Additionally, the City shall cooperate with the Association in an attempt to purchase a new, improved insurance program. However, in no case shall the initial premium cost of any such plan for employee only coverage exceed forty dollars (40) per month. 4. That the present PERS contract be amended to allow military service credit buy back effective January 1, 1978, and an actuarial be provided to de- termine costs to provide single highest year computed compensation upon retire- ment. 5.
