1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, all of the findings and conclusions made by the City Council <br />pursuant to this Resolution are based upon substantial evidence in the record, and are <br />not based solely on the information provided in this Resolution; and <br />WHEREAS, environmental impacts, including environmental impacts <br />identified in the Final Revised EIR as potentially significant but which the City finds can <br />be substantially lessened through the imposition of feasible mitigation measures <br />identified in the Final Revised EIR and set forth herein, are identified in the Final <br />Revised EIR are described in Section IV hereof; and <br />WHEREAS, the Project will not have environmental impacts which are <br />potentially significant and cannot be eliminated; and <br />WHEREAS, prior to taking action, the City Council has heard, been <br />presented with, reviewed and considered all of the information and data in the <br />administrative record, including the Final Revised EIR, all oral and written evidence <br />presented to it during all meetings and hearings, and evidence brought before it during <br />the appeal of the Planning Commission decision; and <br />WHEREAS, the Final Revised EIR reflects the independent judgment of <br />the City Council and is deemed adequate for purposes of making decisions on the <br />merits of the Project; and <br />WHEREAS, the City has not received any comments or additional <br />information that produced substantial new information requiring recirculation or <br />SACRAMENTO�.I6UCKMAN\33667.5 <br />5 <br />
