FUNDS REQUESTED: <br />The Colton Police Department has incorporated a perma- <br />nent Crime Analysis Unit into its divisions. The S 112,500 <br />successful foundation has prepared the police department o begin the <br />Managing Patrol Operations and Managing Criminal Investigation phases. <br />Ultimately the department will improve the overall delivery of law enforcemen <br />services through the development of effective allocation of manpower and <br />accompanying resources. <br />10. PROBLEM STATEMENT <br />The City of Colton has increased its population to 39,700 in 1990; this is a <br />20% increase since 1988. The accompanying Part I crime rate rose .66%; the <br />clearance rate was only 24%. The uniform Crime rate for 1989 was 9,273, in <br />1987 it was 8,500 and 1985 it was 7,900; this shows a gradual increase. The <br />Crime Analysis Unit challenges to reduce all Part I and II crimes but has <br />focused on robbery which rose 3% from 1988, 97 to 100 cases; burglaries which <br />been consistently high for five years, 850 per year; and grand theft auto <br />which rose 16% from 1988; a 205% increase in the last five years. Assistance from <br />he Crime Analysis Unit is demanded to help identify, arrest and prosecute <br />criminals in Colton by providing insight into improvements in managing <br />patrol and investigations. <br />11.
