CITY OF COLTON <br />BUSINESS LICENSE AND <br />COLLECTIONS OFFICER <br />DEFINITION <br />To perform a variety of complex duties in the collection of <br />delinquent City customer accounts, supervise and coordinate the <br />administration and enforcement of City's Business License and <br />Collection Division. <br />SUPERVISION RECEIVED AND EXERCISED <br />Receives general direction from the Finance Director. Exercises <br />direct supervision over clerical staff. <br />EXAMPLES OF DUTIES - Duties may include, but are not limited to, <br />the following <br />Collect delinquent public utility accounts and other <br />miscellaneous City accounts; review documentation and records to <br />determine feasibility of collection actions. <br />Investigate and analyze accounts and initiate suspension of <br />services and legal actions as necessary including the garnishment <br />of wages and other court actions. <br />Monitor franchise haulers by maintaining log on location and <br />number of bins in City for billing of Franchise Fees. <br />Prepare Small Claims cases including appropriate documentation, <br />represent the City in Small claims Court. <br />Contact customers to follow-up on delinquent accounts; respond to <br />inquiries and requests; explain City policies and procedure <br />related to utility billing and the Business License Ordinances, <br />Administer and enforce the Business License Ordinance through <br />public contact and field investigation. <br />Receive and process Business License information in a computer <br />remote terminal; maintain appropriate records, files, reports, <br />and correspondence. <br />Develop and recommend new and revised procedures and policies <br />related to collections and business license activities. <br />Coordinate assigned activities with other Administrative Services <br />Department staff, as,well as personnel in other City departments. <br />Assist in Department budget preparation by preparing budget <br />requests and justification. <br />
