hours, each separate incident will be recorded as`a separate violation. The <br />number of records inspected will depend on the drivers employed and the <br />carrier's past compliance record in this category. In a terminal with only a <br />few drivers, all records will be inspected. In larger terminals, records will <br />be selected at random to provide a "representative sample". If the sample <br />indicates there is a pattern of noncompliance, additional records will be <br />inspected. <br />Record -Keeping. Motor carriers are required by State and federal regulations <br />to keep records showing the number of hours a driver is on duty, driving, off <br />duty or resting in a sleeper berth. The regulations also specify how long the <br />records are to be kept on file by the motor carrier. Time keeping records may <br />be time sheets or cards,, _log books, or even companyrdesigned forms which <br />contain all required information, depending on which regulations apply to that <br />motor carrier's operation. The inspector will look at these records to see if <br />they are properly filled out, if records are on file for all drivers, and if <br />the records are retained for at least the required length of time. <br />Pull Notice .Program Participation. Employers of any driver who drives a <br />vehicle requiring the driver to possess a Class A (Class 1) or Class B (Class <br />2) driver's license, or requiring the driver to possess a California Special <br />Driver certificate must participate in the Department of Motor Vehicles (DKV) <br />Pull Notice Program. This program provides the employer with a notice when an <br />enrolled employee is convicted of a violation of the California Vehicle code, <br />has.an accident posted to his or her driving record, is classified as a <br />negligent: operator, or whose license is suspended or revoked. Employers must. <br />obtain reports on all of their covered drivers periodically, and ,must review, <br />sign and date the reports, and keep them on file. The Pull Notice Program and <br />pre-employment record check requirements are found in 1808.1 CVC. The inspector <br />will check pull notice records to see if all drivers employed are enrolled, if <br />the employer has reviewed, signed and dated the reports, and whether and. <br />disqualified persons are employed as drivers. <br />Driving Prof iciencir Records. Section 1234 (b), 13 CCR, requires motor <br />carriers to keep records of the different types and combinations of vehicles <br />their employees are capable of driving as specified in 13 CCR 1229. The <br />inspector will look at drivers records to determine if these records are on <br />file and are current. <br />Vehicle and Equipment Condition. The inspector will inspect some or all of <br />the vehicles at each terminal. As with the drivers records, the number <br />inspected will depend on the size of the operation and whether individual <br />vehicles or pieces of equipment must be certified (such as school buses, <br />GPPVs, flammable liquid cargo tanks, hazardous waste hauler vehicles; etc.) <br />The vehicle or equipment inspections will be what the CHP calls "in-depth`'. <br />This differs from the inspections normally performed at scale facilities in <br />6-5 HPG 84.6 <br />
