Davidson Associates, Inc. <br />MUNICIPAL ENGINEERING DIVISION <br />November 11, 1991 <br />CITY OF COLTON <br />Attn: Mr. Glen Wilson, City Engineer <br />650 North La Cadena Drive <br />Colton, CA 92324 <br />W.O. #9112637 <br />RE: TRAFFIC STUDY FOR INTERSECTION SAFETY AT THE INTERSECTION OF <br />9TH STREET AND "D" STREET. <br />Dear Mr. Wilson: <br />We are pleased to present our findings of the traffic safety study for the intersection of 9`h <br />Street and "D" Street as outlined in our proposal dated September 6`h, 1991. The findings, <br />conclusions, and recommendations contained herein are based on field observations from J.F. <br />Davidson personnel and sub -consultants acting under the direction of J.F.D., along with <br />various reference sources. <br />STUDIES <br />Included in this study are the 24 hour entering volume machine counts for the intersection <br />approaches, A.M. and P.M. peak hour turning movement counts, existing signing and <br />striping conditions for the intersection and intersection approaches, collision data analysis <br />and collision diagrams, and sight distance analyses. Traffic control warrant analyses <br />consisting of warrants for minimum volume, interruption, minimum pedestrian, school <br />crossing, progressive movement, accident history, systems, combination, four hour, and peak <br />hour volumes were performed for multi -way stop signs and signals as applicable. In <br />addition, a speed zone analysis was undertaken to determine the 85`h percentile vehicle speed. <br />Attached is an appendix which includes the traffic count data, speed zone survey data, signal <br />and multi -way stop warrant analyses, and intersection accident data. <br />EXISTING CONDITIONS <br />The intersection of 9`h Street and "D" Street is currently controlled by a stop sign, with traffic <br />on "D" Street (assumed as an East/West street) stopping for traffic on 9`h street (assumed as a <br />North/South street).
