La Cadena Drive <br />Colton, CA 92324 <br />Subject: Wastewater Consulting and Pretreatment <br />Engineering Services <br />1991/1992 Fiscal Year <br />Dear Mr. Schroeder: <br />312-19.1 <br />o <br />Krieger & Stewart provides wastewater consulting and pretreatment engineering services per City <br />Purchase Order 31073. Services were estimated at $190,000, somewhat less than our 1990/91 <br />purchase order of $225,000, since some industrial discharges ceased. However, we have <br />performed services not originally anticipated. We estimate the cost of our services will be <br />approximately $220,000 for 1991/92. Our services can be divided into seven major categories: <br />Pretreatment, Regional Wastewater Facilities, Wastewater Planning, SARDA, Environmental <br />Permits, State Revolving Fund Loan Application, and Stormwater NPDES Permit Compliance. <br />The following is a brief explanation of additional services provided: <br />Pretreatment <br />Additional services include activities normally undertaken by City pretreatment staff, such as <br />preparation of Notices of Violation, conferences with industrial users, and compliance tracking of <br />industrial users. Said services were provided at the request of the City to compensate for increased <br />responsibilities of City pretreatment staff. <br />Regional Wastewater Facilities <br />We have attended more meetings and conferences regarding the RIX project than anticipated since <br />this project is nearing completion. We prepared a detailed cost estimate and comparison of City <br />versus Regional tertiary facilities at the City request. <br />Wastewater Plan "m <br />Additional services include aiding City staff in budget preparation and correspondence regarding <br />Colton participation in extension of the Santa Ana Regional Interceptor Reach IV E. <br />SARDA <br />Due to new developments in Santa Ana River and groundwater basin regulatory issues, SARDA <br />activities increased substantially. In addition, we began representing City of Colton at SARDA <br />meetings during the absence of Rex Myers. <br />
