2 <br />3 <br />4 <br />5 <br />6 <br />Oft <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />(the "Agency") has previously adopted a procedure for the <br />formation of a Project Area Committee, and has caused to be <br />published and distributed throughout the Project Area and to <br />various community organizations, notice of certain meetings <br />regarding the formation of a Project Area Committee; and <br />WHEREAS, the Agency has also previously provided notice <br />to the residents and occupants of the Project Area and to various <br />community organizations, regarding the election of persons to <br />serve on the Project Area Committee and has provided notice of <br />the election of the Project Area Committee; and <br />WHEREAS, on February 17, 1994, the Agency held a public <br />meeting to explain the establishment of and functions of the <br />Project Area Committee; and <br />WHEREAS, on February 24, 1994, the Agency held a <br />meeting to cause the election of a Project Area Committee which <br />meeting was attended by only four representatives of the Project <br />Area, three of whom were business owners from within the Project <br />Area and the fourth who represented a community organization; and <br />WHEREAS, during the election meeting the Agency <br />explained its obligations and the obligations of the City Council <br />with respect to the formation of a Project Area Committee and <br />also advised those in attendance of the ability for the <br />participants to form an informal committee to be designated as a <br />Citizens' Advisory Committee; and <br />-2- <br />
