Councilman Gonzales stated perhaps it would be best to hear Councilman Hayes out before <br />taking action on Item 3. <br />Mayor Huntoon asked that the room be vacated for Executive Session. <br />Executive Session. <br />Council adjourned to executive session at 7:38 p. m., to discuss personnel. <br />Council reconvened at 8:45 p. m. All members present. <br />Councilman Hayes moved to change the title of the Recreation Coordinator to that of <br />Director of Recreation. Motion seconded by Councilman Gonzales and unanimously passed. <br />City Manager Huffaker stated that he would be coming before the Council at a later date <br />in regards to this particular job description. <br />Adoption of Budget Continued. <br />Councilwoman Spragins moved to approve Resolution No. 3442. Motion seconded by Councilman <br />Hayes and carried. Councilman Rehrer voting NO. <br />RESOLUTION NO. 3442 <br />- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ADOPTING A SUMMARY <br />BUDGET FOR THE CITY OF COLTON FOR THE FISCAL YEAR COMMENCING JULY 131 19741% <br />AND ENDING JUNE 3031 19752 INCLUDING TABLE OF ORGANIZATION. <br />PUBLIC HEARING REGARDING CLASS SPECIFICATIONS AND TITLE CHANGES. <br />City Manager Huffaker stated the position changes are due primarily as a result of reorgani- <br />zation in Finance Department and Community Services Department and also, changes in the <br />Personnel Division of the City Manager's Office. <br />Mayor Huntoon announced the public hearing open and asked if anyone present wished to speak <br />relative to this hearing. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, the <br />public hearing was closed. <br />Councilman Gonzales moved to approve and include the new positions, titles,revisions, and <br />specifications in the 1974-75 Budget. Motion seconded by Councilman Hayes and passed. <br />Councilman Rehrer voting NO. <br />City Manager Huffaker stated the next item pertains to the Unclassified Positions, and involves <br />first reading of an ordinance to amend the Civil Service Rules and Regulations by adding those <br />positions that have been previously outlined as being new unclassified positions. <br />Councilman Rehrer stated he would prefer delaying any action on this until the regular meeting <br />next Tuesday night. <br />Council concurred that this ordinance be placed on the Agenda for first reading for next <br />Tuesday's regular meeting. <br />Car Allowance Policy <br />City Manager Huffaker reported during this years budget considerations discussion was held <br />on the automobile allowances for four vehicles. <br />City Manager Huffaker stated the policy format for the car allowance is put forth by way of <br />an Administrative Policy and the policy states the City Council will pay designated employees <br />$150.00 per month attomobile allowance to be paid on the first working day of each month, com- <br />mencing August 1, 1974. <br />Mr. Huffaker stated the employee must pay for all expenses incidential to the operation and <br />maintenance of the vehicle, e. g. original purchase, gasoline and oil, maintenance and in- <br />surance. <br />n- <br />surance. <br />Mr. Huffaker stated that in checking out the insurance, the City's insurance will still cover <br />employees or Council members while on City business. <br />Mr. Huffaker further said that the items spelled out in the policy are as previously discussed <br />with Council with the exception of a 60 mile City Hall radius for gasoline allowance. Mr. <br />Huffaker explained that employees shall furnish their own gasoline for all City business within <br />a radius of sixty miles of City Hall, travel beyond the sixty miles radius shall be paid to <br />the employee at the current mileage allowance. Mr. Huffaker stated that this payment is in <br />addition to the $150.00 and in actuality the employee must pay own expense of gasoline up to <br />120 miles is a radius of City Hall. <br />Mr. Huffaker said in relation to the mileage paid a Mileage Allowance Administrative Policy <br />has been written to pay mileage at $.15 per mile. <br />Mayor Huntoon stated he had no objection to the items presented, but he would like to know if <br />these four individuals were not given this car allowance, would this then necessitate the City <br />purchasing four new cars. <br />City Manager Huffaker replied yes. <br />JUN 2 7 1974 <br />
