ROLL CALL:
<br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present
<br />were City Manager Huffaker, City Attorney Hutton, and City Clerk Ramos.
<br />CONSENT CALENDAR:
<br />On motion of Councilman Hayes, seconded by Councilman Rehrer and unanimously passed, the Consent
<br />Calendar was approved as follows:
<br />1. Approval of Minutes - Regular Meeting of March 19, 1974, and Adjourned Regular Meeting
<br />of March 25, 1974, as on file in the Office of the City Clerk.
<br />2. Approval of Warrants - Nos. 7909 through 8027 and Nos. 11145 through 11408 (March 29)
<br />inclusive, as recommended by the Director of Finance.
<br />Mayor's Reports and Proclamations:
<br />Mayor Huntoon read a Resolution of Appreciation honoring Miss Nellie Hedges, an employee of the
<br />City's Building and Safety Department, who is retiring on April 8, 1974.
<br />Mayor Huntoon acknowledged Certificates of Appreciation for Mr. Frank Shuman and Mr. Manuel Suchil
<br />for their years of faithful service on the Recreation and Parks Commission.
<br />Mayor Huntoon stated that the other appointments as listed on the Agenda, will be taken care of
<br />in Executive Session later in the meeting.
<br />PUBLIC HEARING:
<br />TIME AND PLACE FIXED FOR PUBLIC HEARING ON PLANNING COMMISSION RESOLUTION NO. 756, TEXT AMENDMENT
<br />TO ZONING ORDINANCE NO. 9642 AS AMENDED, ARTICLE II, DEFINITION: ARTICLE III, SECTION 300, NAMES
<br />OF ZONE: AND THE ADDITION OF ARTICLE XII -A, PC -PLANNED COMMUNITY ZONE.
<br />Mayor Huntoon declared the public hearing open.
<br />City Clerk Ramos submitted the Affidavit of Publication and reported that no objections or protests
<br />have been received.
<br />Planning Director George Williams stated the Council has been given copies of the proposed change
<br />to our Zoning Ordinance, and the change will add to our ordinance a new zone classification, Planned
<br />Community Zone - PC.
<br />Mr. Williams said there have also been some changes and additions to Article II, Definitions, which
<br />will be added to the present Zoning Ordinance.
<br />Mr. Williams advised there are presently eleven different zone classifications, and the PC Zone
<br />will be the twelfth zone district in the City of Colton.
<br />Mr. Williams continued that the intent of the proposed PC Zone District is to add more flexibility
<br />to the application of planning requirements of proposed developments within the City, and there is
<br />a requirement that the PC Zone will only be applied to a parcel, or parcels, larger that fifty
<br />acres in size.
<br />Mayor Huntoon asked if there was anyone present that wished to speak on this matter.
<br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, the
<br />public hearing was terminated.
<br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, first reading
<br />of Ordinance No. 1447 was approved and further reading waived:

<br />BY THE AMENDING OF ARTICLE II, DEFINITIONS: ARTICLE III, SECTION 300, NAMES
<br />OF ZONES: AND THE ADDITION OF ARTICLE XII -A, PC - PLANNED COMMUNITY ZONE.
<br />Request for use of Veterans Park.
<br />City Manager Huffaker stated that a letter was received late today that requires Council approval,
<br />from Mr. Dean Lopez, Director of Activities of the Little Mexico Car Club, requesting the use of
<br />Veterans Park for an Easter Egg Hunt on April 13, 1974, from 11:30 a. m. to 1:00 p. m., and every-
<br />one is cordially invited to attend.
<br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, the re-
<br />quest for use of Veterans Park on April 13, 1974, from 11:30 a. m. to 1:00 p. m., for an Easter
<br />Egg Hunt, by the Little Mexico Car Club was approved.
<br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:
<br />Planning Commission Resolution No. 757.
<br />Mayor Huntoon stated that Planning Commission Resolution No. 757 involves a zone change, from
<br />C -2-Z. R -3-X and M -1-X to PC -Planned Community Zone, and Staff recommends that this item be
<br />set for public hearing on April 16, 1974.
<br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, Planning
<br />Commission Resolution No. 757 was set for public hearing, April 16, 1974.
