concrete shell inside of the existing pool would be between $60,000 and $70,000.
<br />Mr. Huffaker said in view of the problems that have been encountered in the past with the filter-
<br />ing and other plumbing equipment, a rough estimate of the cost to improve the pool would be in
<br />excess of $100,000.
<br />Mr. Huffaker then reviewed alternatives with the Council members on either expending funds to
<br />renovate the existing pool, or investigate other sources for possibly constructing a new pool.
<br />Mr. Huffaker stated that in any event, it is recommended that the pool not be opened this summer.
<br />Councilman Rehrer suggested investigating, the possibility of working out an agreement with Valley
<br />College or the School District for use of the Terrace Hills pool, or the pool at Valley College.
<br />Mr. Rehrer said that possibly bus passes could be issued to the children wishing to use these
<br />pools.
<br />Councilman Hayes suggested looking into the possibility of constructing mini -pools located in
<br />various sections of our City, and also determining the use of funds allocated to the Recreation
<br />and Parks Department budget for recreational purposes and capital outlay to include a new pool
<br />and various other equipment.
<br />After additional discussion between Council members and Staff, on motion of Councilman Rehrer,
<br />seconded by Councilman Hayes and unanimously passed, Council directed that the Colton Municipal
<br />Plunge be,closed this summer and that Staff be instructed to pursue alternate proposals for the
<br />use of other pools for the summer.
<br />Report Regarding Social Security.
<br />City Manager Huffaker advised that since May of 1971, the City has been determining whether or
<br />not to terminate our Social Security Agreement with the State of California.
<br />Mr. Huffaker continued that on June 15, 1971, Resolution No. 3134 was approved to begin the
<br />termination process of the Social Security Agreement, and on November 8, 1972, Resolution No.
<br />3276 was approved setting the effective date for termination as June 30, 1974.
<br />Mr. Huffaker said that on March 27, 1974, all employees and officials covered by Social Security
<br />were given the opportunity to vote on.the issue of dropping Social Security. Mr. Huffaker re-
<br />ported the voter turnout was approximately 84% and by a margin of 67 to 57, the miscellaneous
<br />employees voted to retain the Social Security Agreement,
<br />Mr. Huffaker stated in view of this, Staff recommends the City Council retain the Social Security
<br />Agreement and pass a resolution notifying PERS that the City requests that the termination notice
<br />be revoked by the State of California.
<br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, Resolu-

<br />- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON REQUESTING REVOCATION
<br />OF TERMINATION OF THE SOCIAL SECURITY (OLD -AGE, SURVIVORS, DISABILITY AND
<br />HEALTH INSURANCE) AGREEMENT BETWEEN THE CITY OF COLTON AND THE STATE OF CALI-
<br />FORNIA.
<br />Award Contract on Civic Center Reroofing.
<br />City Manager Huffaker said as instructed by the City Council, Staff has obtained bids for the re-
<br />roofing of the Civic Center buildings.
<br />Mr. Huffaker advised the low bid is from Bell Roof Company, in the amount of $12,443, and Staff
<br />recommends acceptance of this.
<br />Mr. John Twiss, Building Inspection Director, stated that those areas of the roof where there has
<br />been drainage problems will be built up and the other problems taken care of as well.
<br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, the bid
<br />was awarded to Bell Roof Company, in the amount of $12, 443, for the re -roofing of the Civic Center
<br />Buildings.
<br />Approval of Classification Specification and Salary Range for the position of Assistant to the
<br />City Manager (Continued from meeting of March 19, 1974.)
<br />City Manager Huffaker stated this matter is being continued from the previous Council meeting
<br />held March 19, 1974, and reviewed his memorandum dated March 15, 1974, with the Council members.
<br />Mr. Huffaker said that after reviewing the management needs within the City, it is felt that the
<br />needs can be better facilitated by establishing the position of Assistant to the City Manager,
<br />and the primary difference between this catagory and that of Assistant City Manager would be that
<br />the Assistant to the City Manager would not have line authority over the operating departments,
<br />but would be primarily responsible for the administration of the City's personnel program.
<br />Mr. Huffaker stated it is recommended that the position of Assistant to the City Manager be an
<br />unclassified position.
<br />On motion of Councilman Rehrer, seconded by Councilman Gonzales and unanimously passed, approval
<br />of the classification specification and salary range for the position of Assistant to the City
<br />Manager was held over until after the Budget Sessions.
