Mr. Young said the costs of weed abatement for 1973 were $13,820.58, and for 1974, $113,771.38. <br />Mr. Young concluded that the contractor has satisfactorily completed the 1974 program, and <br />Staff recommends the Notice of Completion be recorded. <br />Mayor Huntoon asked if anyone desired to make additional comments on this matter. <br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, the <br />Public Hearing was terminated. <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed <br />Resolution No. 3443 was approved, and the Notice of Completion was ordered to be recorded. <br />RESOLUTION NO. 3443 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CONFIRMING THE <br />REPORT OF THE STREET SUPERINTENDENT ON THE COST OF ABATING NUISANCE. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Report and discussion regarding Smog Alerts. <br />City Manager Huffaker stated that he will make the presentation this evening in the absence <br />of Planning Director, George Williams, who is attending a Planning Director's Meeting in <br />San Bernardino. <br />Mr. Huffaker gave the Council members a detailed report on Smog Alerts and the stages, which <br />consist o f the following: <br />Stage I - Health Alert, Smog .20 parts per million <br />Stage II - Air Pollution Warning, Smog .40 parts per million <br />Stage III - Air Pollution Emergency, Smog .60 parts per million <br />Mr. Huffaker also explained the approximate frequency of occurrence, the extent of health <br />endangerment, and the abatement actions according to the three stages of Smog Alerts. <br />Mr. Huffaker said it has been suggested the City utilize the following procedures according <br />to the stage of a smog alert: <br />First Stage Alert - City stop Recreation Programs involving vigorous outdoor activities; <br />Notify groups utilizing park facilities that there is a first stage <br />alert - such as Little Leagues, and it would be the groups decision <br />to curtail their activities. <br />Second Stage Alert - Reduce activities of City work crews involving strenuous work during <br />Second Stage Alert except emergency services. With 24-hour notice <br />or during smog season City work crews could start work at 6:00 a.m. <br />Reduce use of City vehicles as much as possible, encourage City <br />employee to pool car rides. Notify groups that park facilities in- <br />volving vigorous activities are not permitted. <br />Third Stage Alert - All activities outside should be curtailed, and people should stay in- <br />side an air-conditioned building. <br />Mr. Huffaker continued the San Bernardino County Department of Communications and Disasters <br />is utilizing a format on an interim basis in alerting agencies and the public of the hazards <br />of smog. <br />Mr. Huffaker advised smog forecasts are made twenty-four hours in advance and daily, Monday <br />through Friday, by the APCD and are broadcast by the local AM and FM radio stations. Cities <br />are also notified through their Fire and Police Departments. <br />Mr. Huffaker concluded these items are interim guide lines the City should follow, and we will <br />be receiving more information from the Federal and County Governments and the APCD. <br />COMMUNITY SERVICES DIRECTOR REPORT AND RECOMMENDATIONS: <br />Closure of Agua Mansa Road for Flood Control Construction. <br />Mr. Earl Young, Community Services Director, stated that last year the Council approved the <br />closure of Agua Mansa Road from mid December through mid April, 1974, however, because of <br />right-of-way problems encountered by the Flood Control District, construction has not yet <br />begun. <br />Mr. Young read a letter from the County Flood Control District indicating their intent to <br />close Agua Mansa Road from August 1 through November 1, 1974. <br />Mr. Young continued that Staff contacted the City of Rialto to determine whether any problems <br />might be encountered during this new time, and Rialto could foresee no difficulties or problems. <br />Mr. Young said the school district had also been contacted and they will have no problem until <br />September, at which time they are planning to reroute one bus, however, there will be no <br />difficulty in doing this. <br />Mr. Young concluded that Staff recommends approval of the request for the street closure as <br />outlined. <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, <br />Council approved the request of the County Flood Control District to close Agua Mansa Road <br />from August 1, 1974 to November 1, 1974. <br />J U L 21974 <br />
