Mr. Huffaker stated proposals from William Hamilton & Associates and Diehl, Evans and Company
<br />have been received. Mr. Huffaker said the approach taken by Staff was to explain the City's
<br />problems in personnel administration to the consultants, and they would then submit their pro-
<br />posals based upon what they felt should be studied and accomplished to insure a modern and
<br />responsive personnel program.
<br />Mr. Huffaker concluded that Staff recommends retaining the services of William Hamilton &
<br />Associates for $3,900, and if Council concurs, the Council authorize the Mayor to execute an
<br />agreement.
<br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed,
<br />Council authorized the Mayor to sign the agreement with William Hamilton & Associates for
<br />personnel services.
<br />Guests from Sister City, Cananea, Mexico,
<br />City Manager Huffaker advised that the City of Colton will be visited by guests from our Sister
<br />City, Cananea, Mexico, and they will be arriving Saturday morning, with an expected departure
<br />early Monday evening.
<br />Mr. Huffaker said through the combined efforts of Councilmen Gonzales and Hayes, the guests
<br />will be staying at Immaculate Conception Parish, however, he does not have complete details
<br />on their itinerary.
<br />CITY ATTORNEY REPORTS AND RECOMMENDATIONS:
<br />Resolution No. 3438.
<br />City Attorney Hutton gave a biref explanation of Resolution No. 3438, dealing with condemnation
<br />proceedings on certain Southern California Edison Company property in the location of Stater Bros.
<br />warehouse, and regarding payment of sales tax and the credit or charges of this property.
<br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, Resolu-
<br />tion No. 3438 was approved:

<br />City Attorney Hutton mentioned that Ordinance Nos. 1453, 14543% 1455, and 1456 all pertain to

<br />ORDINANCE NO. 1456 - AN ORDINANCE DESIGNATING THE EXISTING NAMES OF MUNICIPAL OFFICES WHICH WERE
<br />FORMERLY KNOWN BY OTHER NAMES, AND PROVIDING THAT THE FUNCTIONS OF THE
<br />OFFICES ARE TRANSFERRED WITHOUT CHANGE TO THE NEW OFFICES DESIGNATED IN THIS

<br />City Attorney Hutton stated that the City Clerk, Mrs. Helen Ramos, should be commended for the
<br />excellent job she has done with the codification of our City's ordinances, and she has kept him
<br />apprised of the procedures being followed.
<br />Ordinance No. 1457.
<br />City Attorney Hutton introduced Ordinance No. 1457 for second reading, reading it as to number
<br />and title only:
<br />ORDINANCE NO. 1457 - AN ORDINANCE REGULATING THE KEEPING, COLLECTING AND DISPOSAL OF GARBAGE,
<br />RUBBISH AND REFUSE IN THE CITY OF COLTON, CALIFORNIA.
<br />Councilman Rehrer stated he expressed his opinion at the previous Council meeting regarding this
<br />ordinance, he still feels the same way and is opposed to it, and he would therefore move that
<br />Ordinance No. 1457 be tabled.
<br />Councilwoman Spragins stated that she is flexible and will bend to the wishes of the people, and
<br />she will therefore second the motion.
