22 <br />Mr. Sharp said the Jazz Ensemble of the Colton High School Band would like to give a concert at <br />Fleming Park on Thursday evening at 8:00 p. m., May 23, 1974. <br />Mr. Sharp advised this would require use of the stage facilities, a few chairs, and the public <br />address system. <br />Mr. Sharp said that although there will be no admission charge for this concert, any donations <br />will be very much appreciated. <br />Mr. Sharp advised that the band would also like to hold a rummage sale at the high school <br />cafetorium on Saturday, May 18, 1974, and would appreciate the waiving of any variance or <br />fees required to hold the rummage sale. <br />Mr. Sharp stated the rummage sale is to raise funds for the purpose of paying off an overdue <br />bill, which they hope to have taken care of by the end of June. <br />Mr. Sharp said the third item concerns the annual Colton Invitational Band Review, which is being <br />scheduled for Saturday, October 19, 1974. <br />Mr. Sharp stated that the event held last year was very successful, and they expect even more <br />bands to participate in this year's program. <br />Mr. Sharp said the school would very much appreciate the same type of services from the City <br />as they had last year for this event, street closures, police assistance, etc., and would <br />sincerely appreciate the City's sponsorhsip for the program. <br />Mr. Sharp advised that insurance is being obtained through the Automobile Club, however, he does <br />have to know the City's insurance carrier to complete the application. <br />Discussion followed among Council members, Staff, and Mr. Sharp regarding the three events re- <br />quested by the Colton High School Band and the arrangements involved. <br />City Manager Huffaker stated he saw no problems with the first and second event, however, he <br />felt that the third matter should be referred to Staff for further study and report. <br />On motion of Councilman Rehrer,seconded by Councilman Hayes and unanimously passed, the request <br />of the Colton High School Band Parents Club for use of Fleming Park for a Jazz Concert by the <br />Colton High School Band on May 23, 1974,was approved. <br />On motion of Councilman Rehrer, seconded by Councilman Gonzales and unanimously passed, Council <br />approved a Rummage Sale to be held on the High School student parking area and eafetroium by the <br />High School Band on May 18, 1974. <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimlusly passed, <br />Council referred to Staff the annual Colton Invitational Band Review, scheduled for October 19, <br />1974, for further study and report. <br />PT_ANNTN(_ rnMMTRSTnN REPORTS AND RECOMMENDATIONS: <br />Planning Commission Resolution No. 758. <br />Planning Director Williams stated this item concerns a zone change, requested by Mr. Lies Farrar, <br />to change an M-1 zone to an M-2 zone, on property located at the northeast corner of Rancho <br />Avenue and Fogg Street. <br />Mr. Williams stated the Planning Commission recommends approval of the zone change, and the <br />only action required by the Council this evening is to set this matter for public hearing on <br />May 21. 1974. <br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, Planning <br />Commission Resolution No. 758 was set for public hearing on May 21, 1974. <br />UTTRT Tr TATOPV.q T)TRIFrTnR REPORTS AND RECOMMENDATIONS: <br />Permission requested to advertise for bids for sewer replacement in Mt. Vernon Avenue and in Colton <br />Avenue. <br />Mr. Earl Young, Public Works Superintendent, said that Staff is requesting to advertise for <br />bids for the replacement of sewer lines in Mt. Vernon Avenue from Olive Street to Colton Avenue <br />and in Colton Avenue from Western Avenue to Mt. Vernon. <br />Mr. Young advised that $28,600 has been budgeted for this purpose. <br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, Council <br />approved request to advertise for bids for sewer replacement in Mt. Vernon Avenue and Colton <br />Avenue. <br />Permission requested to advertise for bids for replacement of the pump at the Mt. Vernon Avenue <br />Pump Station. <br />Mr. Young advised that Staff is requesting to advertise for bids for the purchase and installation <br />of pumps to replace the wornout and inadequate pumps at the Mt. Vernon Avenue Pump Station, and <br />$10,000 has been budgeted for this purpose. <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, Council <br />approved request to advertise for bids for replacement of the pump at the Mt.
