101A <br />COPY <br />Trinity Water Company <br />21245 Maryknoll Drive <br />Colton, California 92324 <br />City Council <br />Gentlemen: <br />September 30, 1974 <br />The Trinity Water Company is a California Corporation functioning as a mutual water company, <br />which was formed in 1960 whose service area encompasses approximately 375 acres located in <br />the southerly portion of the City of Colton, west of La Cadena Drive. <br />The company currently has 37 active service connections serving approximately 70 families. <br />There are approximately 119 residential units connected to the company's distribution system <br />but as can be deduced, a number of them are currently vacant and not taking water service. <br />The company's water system consists of the following: <br />(1) A 10,000 gallon steel storage tank which is not currently in use. <br />(2) A 1/4th interest in a well located within the service area. The remaining 3/4ths inter- <br />est is owned by Harry V. Roquet and his immediate family. <br />(3) The company's distribution system which as indicated above is connected to and can serve <br />approximately 119 residential units in Tract Numbers 3371 and 6152. <br />The company has an informal agreement with Harry V. Roquet whereby there is made available <br />for company use, capacity in a 210,000 gallon steel storage reservoir. Mr. Roquet also ruses <br />this storage facility for providing pressure water to his agricultural activities which are <br />increasing particularly in the field of citrus and avocados. The company also has an inform- <br />al agreement with the City of Colton whereby water for fireflow purposes can be made <br />available to the City's water system from the 210,000 gallon steel storage tank. Such water <br />has been used for domestic purposes by the City on a limited basis for the past two s ummers . <br />This informal agreement contemplates the exchange of water with the company for water used <br />by the City, which has been done. Currently, the City owes the company approximately 10 acre <br />feet of water under this arrangement. <br />As you are undoubtedly aware by recent newspaper articles and by copies of correspondence to <br />the Trinity Water Company from the Environmental Health Services Department of the County of <br />San Bernardino, it was recently determined that the well being used as a water source for <br />the Trinity Water Company showed a nitrate level of 97 parts per million which is in excess <br />of the allowable 45 parts per million prescribed by the State Department of Public Health. <br />A letter, under date of September 18, 1974, copies of which were sent to City Officers, to <br />Mr. Roquet, as President of the Trinity Water Company, recommended that the City of Colton's <br />water supply be used on a temporary basis until such time as the Trinity Water Company could <br />provide other water of an acceptable quality. <br />Unfortunately, the fact is that there is not any other acceptable source of water to the <br />company with the exception of a connection to the water system of the City of Colton. In <br />view of this fact, it would appear that the only solution to this alleged potential health <br />problem is for the City o.F. Colton on a permanent basis to provide the domestic water service <br />to Tract Numbers 3371 and u152. <br />The consumers within the company's service area are residents of and taxpayers within the <br />City of Colton and we are sure that the City Council would want to see that they receive a <br />potable supply of domestic water. <br />The light of this situation would be the proposal of the Trinity Water Company to the City <br />Council as follows: <br />1. The company will donate, without cost, to the City the distribution system in the company <br />in Tract Numbers 3371 and 6152 and thereby the company's consumers would become the City's <br />consumers. <br />2. Mr. Roquet, in his individual capacity, would continue the present arrangement of the <br />company with the City of Colton whereby water from his well and 210,000 gallon steel storage <br />tank would be made available for fireflow purposes to the City of Colton. In connection with <br />the provision. of this fireflow service, there seems to be some confusion as to whether a <br />connection just for fireflow purposes to a high nitrate content source of supply would have <br />some effect on the City's Water System Permit as issued by the State Department of Public <br />Health. <br />In informal discussions with staff members of the City, they appeared to feel that the City's <br />Permit would be revoked under these circumstances. In discussions by the undersigned with <br />officials of the State Department of Public Health contrary information was received. <br />3. The City is requested to immediately institute temporary service to the company's dis- <br />tribution system while considering the proposal within, if further consideration is required, <br />and credit the company with the 10 acre feet heretofore furnished to the City against the <br />water provided under such temporary service if the same is provided. <br />If further information is needed in connection with the above proposal, please do not hesi- <br />tate to contact the undersigned.
