Roquet, President <br />24/35 <br />cc: Environmental Health Services Department, <br />San Bernardino, California; <br />State Department of Public Health, <br />San Bernardino, California <br />COPY <br />Department of Health <br />Water Sanitation Section <br />Room 209 State Building <br />303 West Third Street <br />San Bernardino, California 92401 <br />City of Colton <br />Gentlemen: <br />October 1, 1974 <br />Mr. Young has requested a letter from this department commenting on the proposal in the <br />September 30, 1974 letter to the City from Mr. Roquet, Trinity Water Company. Mr. Roquet <br />proposed to : 1) turn the distribution system over to Colton to provide domestic water; <br />and 2)provide an arrangement whereby Colton would have access to water from the 210,000 <br />gallon storage tank which would remain connected to the high nitrate well. <br />This proposal would not be acceptable to this department on a permanent basis unless a <br />physical separation was maintained between facilities producing or containing the high <br />nitrate water and the domestic system s erved by Colton. If it became necessary to use the <br />unapproved high nitrate water in an ermergency, the consumers would have to be notified <br />of the health hazard. <br />On an interim, temporary basis only we would permit the interconnection to be maintained <br />with a closed gate valve separating the systems. This alternative would be allowed only <br />for a short time period in order to provide the consumers in the area with a satisfactory <br />quality water while negotiations toward a satisfactory settlement are conducted by Colton <br />and the Trinity Water Company. <br />Very truly yours, <br />/s / C.
