<br />Mayor Huntoon moved that the City Staff look into the possibility of offering free blood pressure tests to our
<br />Senior Citizens through the City's Paramedic Program.
<br />Motion seconded by Councilman Hayes and unanimously passed.

<br />League of California Cities
<br />Voting Representatives
<br />City Manager Huffaker referred to a letter from Mr. Lee H. Davies, President of the League of California Cities
<br />and Mayor of Modesto, requesting that our City designate a voting representative and alternate to expedite the
<br />business sessions of the Annual League Conference in San Francisco, October 19 through 22, 1975.
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to designate our Mayor and Mayor Pro -Tem as the
<br />voting representative and alternate, respectively, for the Annual League of California Cities Conference in San
<br />Francisco. Unanimous vote.
<br />Permits
<br />Card Games
<br />Mr. Huffaker referred to a letter from Mr. Roger Jon Diamond, of the law firm Hecht & Diamond, representing Mr.
<br />Jack Kent, who desires a permit to construct a facility wherein poker, pan, and lowball can be played.
<br />Mr. Huffaker advised this type of activity is permitted by the State, however, our Municipal Code, Section
<br />9.12.010, prohibits this type of gambling in the City of Colton.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, Council instructed Staff to advise the applicant his
<br />request is denied due to the City's Municipal Code prohibiting such activity. Vote was unanimous.
<br />Governmental Agencies
<br />SANBAG
<br />Mr. Huffaker reported on aletter received from Mr. James Mayfield, President of SANBAG, requesting that each
<br />member jurisdiction approve an Amendment to the Joint Powers Agreement, which will consolidate the Executive
<br />Board and the General Assembly, creating a Board of Directors to include a representative from each city and
<br />all five members of the Board of Supervisors. Also, the SANBAG Technical Committee would be expanded to in-
<br />clude all City Managers plus two county administrators.
<br />Council discussion followed. Moved by Councilwoman Spragins, seconded by Councilman Gonzales, to approve Amend-
<br />ment to SANBAG Joint Powers Agreement, and designate the Mayor as our representative to the Board of Directors.

<br />Police
<br />Programs - Tri -County Council on Criminal Justice
<br />Mr. Huffaker referred to a letter from Mr. Richard J. Kenyon, Regional Planning Director of Tri -County Council
<br />on Criminal Justice, dated September 17, 1975, requesting that our City Council adopt a resolution which will
<br />recognize the Tri -County Council on Criminal Justice as the planning and coordinating body for the criminal
<br />justice system in San Bernardino, Riverside,and Imperial Counties, and also to continue receiving and disburs-
<br />ing the LEAA grant funds under the Safe Streets Act to the local criminal justice agencies.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution No. 3542. Unanimous vote.
<br />RESOLUTION NO. 3542 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON DESIGNATING THE TRI -COUNTY COUNCIL ON
<br />CRIMINAL JUSTICE AS THE REGIONAL CRIMINAL JUSTICE PLANNING AND COORDINATING BODY.
<br />Programs - Multi -Service Center
<br />Camilla Herrera, Chairwoman for the Colton Community Action Group, stated the following people will make a
<br />presentation to the City Council on behalf of the Multi -Service Center in South Colton.
<br />Mr. Salvador A. Rios, 999 Cypress Avenue, Colton; Mrs. Bea Hernandez, 258 East N Street, Colton; Mr. Pascual
<br />Oliva, 750 Longbeach Drive, Colton; and Mrs. Marina Viduari, 1150 Grand Avenue, Colton.
<br />Each one of the proponents spoke on the merits and accomplishments of the Multi -Service Center, from its incep-
<br />tion to the present time, the many agencies and services that are offered at the center, and the deep concern
<br />over the possibility that the Multi -Service Center might be moved from its present location in South Colton to
<br />another area of the City.
<br />Statements were made with regard to the mis-use of federal funding for such projects as the Multi -Service Center
<br />and the many programs and services it offers. The proponents emphatically urged the City Council to seriously
<br />consider retaining the Multi -Service Center at its present site, which is conveniently and centrally located for
<br />everyone.
<br />Mrs. Herrera also read a letter from Mr. Abe E. Beltran, former Mayor and Councilman, praising the Multi -Service
