Center, its many assets and contributions to our community. <br />Mrs. Herrera stated in closing, the Community Action Group is requesting three things: <br />1. We will not concede to any physical removal of the Multi -Service Center from its present location. (Petition <br />#2001 submitted containing 400 names) <br />2. We would like the City Council to appoint the Director of the Multi -Service Center to the Planning Committee <br />for the Multi -Service Center on an Ad Hoc basis. <br />3. We would like to have this issue resolved by the next regular Council meeting. <br />Mayor Huntoon thanked everyone for their comments and presentation. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATTONS- <br />Governmental Agencies <br />SCAG - SB -325 Claim <br />Planning Director Williams referred to his memorandum dated October 2, 1975, and a request of the City Council to <br />adopt a Minute Order approving the SB -325 Claims for 1975-76 for extended public transportation service to the <br />City of Colton. <br />Mr. Williams stated the new amounts for the Article 4 Claim will be $70,483., and $79,522. for the Article 8 <br />Claim, of which $4,500. will be used for transportation planning. <br />Mr. Williams concluded that Staff respectfully requests the City Council adopt the Minute Order approving and <br />authorizing SCAG to allocate funds to SBTS for continued transportation service to Colton. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, that the City of Colton approves $70,483.00 and <br />authorizes Southern California.Association of Governments (SCAG) to allocate that amount to the San Bernardino <br />Transit System (SBTS) for extended public transportation service into the City of Colton. This approval amends <br />the City of Colton's Fiscal Year 1975-76 Article 8 Claim to a total of $79,522.00, of which $4,500.00 will be used <br />for transportation planning. The approval of the amount for the San Bernardino Transit System (SBTS) makes them <br />(SBTS) fully responsible and accountable for such funds. Vote was unanimous. <br />RDA <br />Interest Payment <br />Mr. Williams advised the Council members that the semi-annual interest payment for the Redevelopment Agency is <br />due again, which amounts to $12,862. <br />Mr. Williams said the amount necessary to make up the difference is $947., which is somewhat less than what it <br />has been previously. <br />Moved by Councilwoman Spragins, seconded by Councilman Gonzales, Council authorized interest payment in the amount <br />of $947. to the Redevelopment Agency. Unanimous vote. <br />Executive Session <br />Planning Director Williams requested an Executive Session with the Council members at the close of the meeting. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Bids <br />Equipment for Various Departments <br />Community Services Director Earl Young stated that after receiving and opening bids on September 22, 1975, Staff <br />recommends the following awards be made: <br />One dump truck for the Street Division to Dietrich International, $11,829.45. <br />On dump truck for the Water Division to Dietrich International, $9,980.11. <br />One 3/4 ton cab and chassis for the Water Division to Moss Motors, $4,301.96. <br />Mr. Young said if Council concurs with these awards, Staff is requesting a transfer of funds in the amount of <br />$2,859.56 from the permanent salary account to the appropriate Capital Outlay accounts, which can be accomplished <br />by Resolution No. 3543. <br />RESOLUTION NO. 3543 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE 1975-76 FISCAL YEAR BUDGET. <br />Municipal Park <br />City Yards <br />Mr. Young requested permission from the City Council to advertise for bids on an automatic sprinkler system for <br />Municipal Park, and a vapor recovery system at the City Yards. Mr. Young stated that both items are budgeted, and <br />the vapor recovery system is now a. requirement of the A.P.C.D. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, Council authorized Staff to advertise for bids for auto- <br />matic sprinkler system for Municipal Park and vapor recovery system at City Yards. Unanimous vote. <br />Traffic <br />Regulations and Control <br />Mr. Young referred to his memorandum dated October 7, 1975, and a request from Griffin Wheel Company to post "No <br />Parking" signs on both sides of Washington Street, between Lincoln Street and Jefferson Lane. <br />Mr. Young advised that Staff has investigated this request and can find no objections or problems involved, and <br />therefore recommend that Resolution No. 3544 be approved. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3544. Vote was unanimous. <br />RESOLUTION NO. 3544 - RESOLUTION AMENDING RESOLUTION NO. 2119 PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY <br />OF COLTON ON THE SIXTH DAY OF DECEMBER, 1960, TO INCLUDE ADDITIONAL NO PARKING AREAS. <br />Notice of Completion <br />Kern Painting & Sandblasting <br />Mr. Young made a report to the Council on the status of the situation that had occurred at the Stardust Mobile <br />zip <br />1975 <br />
